Sr. Owners Site Representative (OSR)

Target’s Properties teams have a direct and positive impact on the design, construction, and maintenance of our stores, distribution centers, and headquarters. A role in Construction means leading the execution of store and distribution center projects—from large program rollouts to unique special projects or new ground‑up construction—helping manage scope, schedule, and budget for all Target construction projects, including adhering to project timelines and coordinating and overseeing the onsite construction process and turnover.

As Sr. Owners Site Representative (OSR) you will assist the Target Construction Project Manager with Guaranteed Maximum Review (Gmax) and ensure contractors receive all construction materials, equipment, and fixtures; inspect for damage; reconcile quantities received with purchase orders; and submit reports to Target Headquarters. Duties include assisting in resolving contractual disputes while overseeing contractors, vendors, and installers to ensure work is accurate, complete, compliant with plans, and meets quality standards.

You will also facilitate open communication with Target Properties and Store Operations teams, implement strategies for consistent methods, manage change, promptly resolve communication conflicts, delays and performance problems, and provide feedback to partners and propose changes to enhance the program. An important element of the role is orienting each store management and Property Management team to their new building and delivering the Construction Turnover Package to Store Operations and Building Services partners upon completion.

You will mentor new OSRs and troubleshoot problem jobs as assigned by the Director of Field Construction.

About You
  • 4‑year degree in Construction Management/Engineering or equivalent experience.
  • 10 years of on‑site construction management experience.
  • Expert ability to interpret engineering documents, evaluate construction estimates, and prepare required construction reports, schedules and other documents.
  • Excellent conflict resolution and interpersonal skills.
  • Strong verbal and written communication skills.
  • Proven ability to coach and mentor others.
  • Ability to implement new processes for improved productivity for field personnel.
  • Computer proficiency in Microsoft Office.
  • Knowledge of construction‑based project management software and smart‑phone/tablet applications (Plan Grid, Procore, Trello, Slack, Kanban, Smartsheet).

Work Arrangement

This position may be considered for a Remote or Hybrid (internally known as Flex for Your Day) work arrangement based on Target’s needs. A Remote work arrangement means the team member works full‑time from home or an alternate location that is not a Target location and may travel to headquarters up to four times a year. A Hybrid/Flex for Your Day work arrangement means the core role may be performed either remote or onsite at a Target location depending on the team and tasks required for that day.

Work duties cannot be performed outside the country of the primary work location unless otherwise prescribed by Target.
