WORKFORCE DEVELOPMENT SPECIALIST

Job Summary: This position reports to the DBE Supportive Services Program Manager and will support the Disadvantaged Business Enterprise (DBE) and Workforce Development/On-the-Job Training (OJT) Supportive Services Programs. Assist with planning, implementing, and supporting outreach events including workshops, webinars, conferences, expos, and workforce development initiatives. Responsibilities include event management, marketing support, consultant coordination, administrative duties, and data review. The role oversees consultant and vendor invoicing, supports external communication efforts such as newsletters, and manages the program inbox.

It also represents the agency at industry events and prepares required reports related to the programs. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Job Duties: Implement and manage DBE & Workforce Development Supportive Services initiatives and programs to meet community and stakeholder needs in highway construction and professional services. Support outreach for small businesses, enroll/follow up with individuals to complete OSHA 10 and Flagger courses, and identify technical assistance stakeholders to coordinate training. Engage with industry and local communities to raise awareness of small business advancement and workforce challenges.

Share resources to foster collaboration for small business and workforce development. Attend industry outreach and training events across Arizona, speaking publicly to promote small‑business and workforce development initiatives throughout the state. Oversee budget planning and allocation for DBE Supportive Services throughout the year, ensuring efficient use of resources and compliance with contracts and funding requirements. Identify skills gaps and workforce needs by engaging with small businesses, educational institutions, and community organizations.
