City of Oxnard's Public Works Department is seeking an Administrative Services Analyst with strong technical skills to be part of our team. The ideal candidate must be comfortable assessing priorities, developing reports and delivering information, and communicating with staff at all levels of the organization. The candidate should have public sector experience with exposure to contracts and budgeting.
What you’ll do:- Contribute to the preparation of the City’s annual budget and assist in the year‑end budget analysis.
- Conduct comprehensive financial analyses including development of recommendations for budget adjustments as necessary.
- Assist in reviewing data and research related to Council agenda staff reports.
- Analyze departmental and citywide budgets for compliance with financial guidelines and City Policies and Procedures.
- Gather and analyze data on existing programs; perform complex statistical analysis, conduct surveys and prepare proposals, including financial policy and procedure requirements.
- Provide critical support in coordinating and executing successful administrative, financial, and operational functions across departmental and division‑wide.
- Assist in the preparation of the annual budget and monitor expenses.
- Assist in the daily procurement process to assure compliance with the purchasing ordinance and purchasing policies.
- As needed, create staff reports and other presentations and informational items.

Supervision exercised / Supervision received: Incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
Distinguishing characteristics: This classification is distinguished from the Administrative Services Coordinator/Support Supervisor in that it performs professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration.
Work schedule: The normal work week is Monday through Thursday 7:00 am to 5:00 pm and alternating Fridays 7:00 am to 4:00 pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.
The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

- Perform professional financial, managerial and/or operational analysis work and/or provide program coordination and administration of assigned area.
- Respond to inquiries from internal and external customers; conduct research, audits and/or assessments; provide information, guidance and materials in support of designated programs; troubleshoot issues and resolve problems; and, provide project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitor and ensure compliance with policy, procedures, standards and/or regulations.
- Gather information, analyze data, identify requirements and trends, and present findings; prepare, update and maintain records, reports, presentations, marketing materials and databases; provide recommendations and implement solutions in support of assigned area.
