Minimum Monthly Salary $5,100/month Tenn Care compensation is equitable and will be based on education and experience for a qualified candidate in accordance with Department of Human Resources (DOHR) policy.

Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and two years of work experience in procurement, purchasing, logistics, or a related field.

Work experience in procurement, purchasing, logistics, or a related field may substitute for the required education on a year-for-year basis.

Experience:

Relevant graduate-level coursework (e.g., business administration, supply chain management, logistics, etc.) from an accredited college or university may substitute for the required work experience on a year-for-year basis.

Overview

Under general supervision, is responsible for advanced procurement work of considerable difficulty and performs related work as required. This class operates at a senior level and is responsible for managing complex procurement projects. An employee in this class independently performs procurement functions including but not limited to: purchasing, issuing, and storing materials, supplies, and equipment. This class may lead or supervise lower-level Procurement Officers.

This class differs from that of Procurement Officer 2 in that an incumbent of the latter is responsible for procurement work of lesser scope and complexity.

Responsibilities
  • Manages large-scale procurement projects for the department. Partners with stakeholders to identify procurement needs and develop plans to ensure deliverables are met.
  • Serves as an expert on departmental procurement practices. Trains less experienced Procurement Officers on procurement policies, processes, and systems. May lead or supervise lower-level Procurement Officers.
  • Analyzes all purchases to ensure they meet all departmental, state, and federal guidelines and justifies purchases through documentation. Ensures purchases are aligned with budget availability.
  • Writes product specifications for use in bidding competitively with vendors for supplies, equipment, and services. Conducts research in order to locate vendors and make product comparisons.
  • Locates or identifies ordering errors and chooses the best solution to address the issue. Communicates with vendors and staff to resolve discrepancies, disputes, and grievances.
  • Prepares service contracts and screens purchase orders for accuracy and proper justification. Receives supplies, monitors payments and invoices to ensure vendors receive payment, and follows up on late shipments with suppliers to determine causes.
  • Prepares a variety of records and reports such as letters to vendors, purchase orders, service contracts, and other operating records and reports. Maintains current and accurate inventories of supplies and equipment to ensure the best use of state resources and tags state property as needed.
  • Monitors all contract periods for updates and expirations in order to ensure correct procedures are followed. Researches product specifications and price information in order to best allocate state resources.
