• Research, synthesize, and interpret federal and state health policy to inform program design
• Analyze operational and technology impacts, identifying risks and recommending mitigation strategies
• Translate policy and business needs into functional and technical requirements
• Facilitate collaboration with product owners, developers, and subject matter experts to refine requirements
• Prepare presentations and reports for internal and external stakeholders, communicating insights effectively

• Bachelor’s degree in Public Policy, Public Health, Health Administration, Business, Information Systems, or a related field, or equivalent experience
• Minimum two (2) years of experience as a Business Analyst, Policy Analyst, Consultant, or similar role
• Proven ability to operate at the intersection of strategy, policy development, and data analytics
• Demonstrated expertise in advanced analytic methods and knowledge of GenAI-enabled workflows
• Excellent written and verbal communication skills with experience in stakeholder communications

• Experience supporting federal health programs, particularly CMS and ACA implementation
• Background working in Agile environments with familiarity in user stories and backlog refinement
• Experience with JIRA, Confluence, or similar collaboration tools
• Experience conducting stakeholder workshops and requirements-elicitation sessions
• Master’s degree in Public Policy, Public Health, or a related discipline
