About the Position

CEA is seeking an experienced, driven, detail‑oriented, and solutions‑focused professional to join our growing team as a Programs Specialist or Analyst. Under the supervision of the Key Accounts/Programs Manager, this position will be responsible for implementing customer‑facing programs, monitoring program performance, and supporting community outreach and education.

The ideal candidate will have experience in customer support & resolution, data analysis, and utility customer programs including energy efficiency, electrification, and demand response.

Key Responsibilities
  • Support the coordination, management, and implementation of customer‑facing programs throughout CEA’s service territory by working closely with CEA staff, partner agencies, contractors, and other stakeholders
  • Monitor program progress, create reporting templates, collect data, resolve issues with contractors, recommend and implement improvements to program delivery
  • Research funding opportunities and requirements, manage program budgets, and research potential funding opportunities
  • Field calls from the public to answer program‑specific questions, make presentations to community groups, and attend community events within CEA’s service area to distribute program information
  • Identify, recommend, and develop materials and web‑based tools to drive customer program participation
  • Assist in drafting requests for proposals and in the selection of consultants
  • Prepare staff reports and presentations for CEA Board and CAC meetings
Minimum Qualifications

This position may be filled at the Specialist or Analyst level, depending on the qualifications and experience of the selected candidate. The following criteria will be used to determine appropriate placement:

Experience and Education Programs Specialist

Requires one (1) year of experience in customer, governmental, or public relations, marketing, or sales. A Bachelor’s degree from an accredited college with major work in engineering, accounting, business administration, economics, marketing, or related field is highly desirable. Prior experience working at a public utility or CCA is highly desired. A strong network of local contacts will be advantageous.

Programs Analyst

Requires four (4) years of experience in customer service, governmental, or public relations, marketing, or sales A Bachelor’s degree from an accredited college with major work in engineering, accounting, business administration, economics, marketing, or related field is highly desirable. Experience with Microsoft Excel, Power BI, Constant Contact, Microsoft Dynamics CRM, or Salesforce is very favorable. Prior work in the energy, utilities, or renewable energy sectors strongly preferred.

  • Proficiency in Microsoft Office Suite; advanced Excel preferred
  • Knowledge of CCA operations, rate structures, and California energy market regulations a plus
  • Written and verbal proficiency in Spanish highly desirable
Work Environment & Conditions

CEA operates in a hybrid environment, with employees generally working from home, and reporting to the office at least once per week. This arrangement may change as the needs of CEA change. Occasional local travel may be required with employees expected to attend CEA events, meetings and workshops as needed.

CEA is an agency required to adopt and promulgate a Conflict‑of‑Interest Code (“COI”). The COI code requires employees in designated positions, including those identified under the interim disclosure process to file a Statement of Economic Interests (Form 700) on an annual basis. A successful candidate accepting this position may be required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.
