Description of Job About the UnitThe Procurement Agent works in CDOT’s Center for Procurement and Contract Services to procure all goods and services in a timely, cost‑effective manner while complying with the State Procurement Code, State Fiscal Rules, and Office of the State Controller policies. The unit also interprets federal, state, and department rules to ensure accountability, integrity, and fairness.
About the PositionThe Procurement Agent coordinates all procurement activities for designated customers, ensuring compliance with relevant codes and best practices. Responsibilities include writing, preparing, negotiating, and awarding solicitations (IFBs, RFPs, Sole Sources, RFIs, DQs), providing counsel to management, resolving vendor disputes, developing purchase and contracting schedules, and making sound procurement decisions.
Your Duties and Responsibilities Purchasing- Formulate, solicit, analyze, and award documented quotes, invitations for bids, and requests for proposals.
- Schedule and conduct pre‑bid meetings, site visits, oral presentations, and bid openings.
- Review purchase requests and Shopping Carts for completeness, fiscal responsibility, and urgency.
- Evaluate each purchase request using analytical skills, research, and data analysis.
- Ensure solicitation documents are accurate, consistent with law and policy.
- Determine if specifications and pricing are competitively solicitable and compliant.
- Maintain vendor selection criteria and uphold ethical practices in all purchasing processes.
- Write, negotiate, and oversee personal services contracts and amendments.
- Collaborate with project managers to develop Statements of Work.
- Track contract activity, insurance validation, and contract data in the Center’s databases and the State’s Contract Management System.
- Maintain fully supported and retrievable contract files.
- Advise CDOT staff on procurement methods and compliance.
- Work with vendors, consultants, and managers to assess procurement plans and budgets.
- Make independent recommendations to maximize competition while meeting stakeholder needs.
- Support procurement training and monitoring programs.
- Daytime hours Monday‑Friday; flexible schedule to support work/life balance.
- Hybrid arrangement with in‑office and remote work.
- Occasional travel throughout Colorado, including overnight stays.
- Must drive CDOT vehicles.
- Six years of full‑time professional experience, including four years in business administration, purchasing, or related fields.
- Two years of professional purchasing experience for a business or government agency.
- Alternatively, a combination of relevant education and experience totaling six years.
