Procurement and Supply Specialist 3 – State of Washington
Join the Washington State Department of Transportation (WSDOT) as a Procurement and Supply Specialist (PSS) 3 in our Southwest Region (SWR) Maintenance Organization Stores. This role supports purchasing and inventory for highway construction, maintenance, and operations across the SWR.

Responsibilities- Coordinate purchasing activities for the Southwest Region, including procurement, placement, receipt, storage, inventory, issues, payment, asset management, and transfer of supplies and equipment.
- Generate, publish, track, and award solicitations in the Washingtonian Electronic Business Solution (WEBS), maintaining fiscal and ethical responsibility.
- Advise SWR staff on best practices for inventory management and fiscally responsible procurement; train SWR staff in WSDOT purchasing policies and Washington State regulation for public procurement and report to PSS4 and area superintendents.
- Execute annual Minor Cap, Stockpile, and Stores inventory counts, processing all necessary accountability documents, including crime loss and surplus disposal reports.
- Lead the Stores team to maintain the consumable inventory system utilizing the WSDOT Purchasing and Order System, Consumable Inventory System, Data Mart, and financial documentation.
- Converse with vendors and freight carriers to investigate and resolve discrepancies related to invoicing, delivery shortfalls, and vendor performance issues.
- Lead the daily operations of the Purchasing Office staff, overseeing the entire supply chain cycle, including receipt of supply requests, procurement of equipment, materials, and services, inventory stocking, annual inventory counts, and processing of all related payments.
- Strong understanding of public procurement laws, regulations, and best practices, including state contracts and electronic procurement systems.
- Proven experience with inventory control, supply management practices, and large-scale stock control.
- Skilled in evaluating procurement and inventory challenges and making timely, effective decisions, including performing root cause analysis for long-term solutions.
- Proven ability to engage a diverse internal and external customer base with responsive and effective service; addresses issues promptly via phone, email, and in‑person.
- Advanced proficiency in utilizing procurement, inventory, and reporting systems; extensive use of Microsoft Office Suite, especially Excel for complex data modeling and reporting.
