About the Role

We are seeking an experienced and proactive Buyer to join our team, supporting supply chain and procurement activities for CPS
, the asset manager for the M25 and National Highways Area 5. This role is critical in delivering customer priorities and ensuring maximum value through effective procurement strategies.

• Manage procurement activities for works packages within defined budgets.
• Support tendering, market analysis, supplier selection, and risk/opportunity assessments.
• Conduct supplier evaluations and commercial checks, including past performance reviews.
• Develop procurement plans and packaging strategies.
• Maintain and manage the supplier database linked to Compete For, including market assessments and prequalification tracking.
• Collaborate with Parent Company Procurement teams to monitor key commodities and markets.
• Negotiate and establish framework supply agreements, ensuring best value and compliance.
• Build and maintain long‑term supplier relationships focused on value, quality, and continuous improvement.
• Support local, diverse, and SME engagement strategies, including hosting Meet the Buyer events.

• Proven experience in procurement or buying within construction, infrastructure, or related sectors.
• Strong decision‑making skills with a focus on achieving best value.
• Ability to work under pressure and meet tight deadlines.
• High attention to detail and accuracy.
• Understanding of financial and accounting principles.
• Effective negotiation and stakeholder management skills.
• Ability to work independently and collaboratively.
