Business Development & Capture Manager – DoW

Overview

The Business Development & Capture Manager – Department of War (DoW) is responsible for driving prime contract opportunities, implementing and optimizing proposal management tools, and supporting rapid response to RFIs and RFPs. They will also leverage their network to expand Nyla’s visibility and footprint in the DoW space. A mission‑focused, motivated, detailed, and process‑oriented individual with strong communication and organizational skills is ideal for this position.

This position is a work‑from‑home position. Periodic travel will be needed to support meetings at Nyla office headquarters in Columbia, MD as well as meetings in surrounding areas such as Annapolis Junction, Maryland, Washington, D.C., and Springfield, Virginia. This position reports directly to the Vice President of Business Development.

Duties
  • Lead business development efforts to identify and secure prime DoW contracts, including OSD CDAO, Space Force, and other services/agencies.
  • Implement and manage a BD/proposal management tool to improve RFI/RFP response speed, efficiency, and compliance.
  • Build and maintain a robust pipeline of opportunities, from initial identification through capture and proposal submission.
  • Develop and execute capture strategies, including competitor analysis, teaming partner identification, and pricing strategy support.
  • Oversee and optimize proposal development processes to increase win rate and submission throughput.
  • Provide GSA and 8(a) contracting expertise, advising on vehicles, compliance, and proposal positioning.
  • Cultivate and maintain industry and government relationships, including networking at conferences, industry days, and through professional channels.
  • Work cross‑functionally with technical and operations teams to translate capabilities into compelling proposal content.
  • Perform other related duties as assigned.

The annual base salary range for this role is $150,000-$225,000 (USD), which does not include discretionary bonus compensation or our comprehensive benefits package. Actual compensation offered to the successful candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level, among other things.

Required Skills
  • 10+ years of experience in business development or capture management for DoW/government contracts.
  • Hands‑on experience with GSA, 8(a), and other federal contract vehicles.
  • Experience implementing and managing proposal management/CRM tools (e.g., Copper, Gov Tribe, or similar).
  • Strong understanding of RFI/RFP processes, proposal lifecycle, and compliance requirements.
  • Ability to manage multiple competing priorities in a fast‑paced, high‑volume proposal environment.
  • Exceptional networking and relationship‑building skills in the government contracting ecosystem.
  • Strong written and verbal communication skills, including proposal content review and messaging.
  • Ability to take initiative and work in a fast‑paced environment.
  • Extremely detail‑oriented and strong organizational skills.
  • Excellent verbal and written communication skills.
  • Willingness to learn and adaptable.
  • Ability to track and meet deadlines.
  • Ability to work independently and collaboratively in a team environment, where multitasking and prioritization is required.
  • Top Secret Clearance is required.
  • Ability to support job demands, as needed, outside of standard business hours in order to complete requirements on time.
Education

Master’s Degree (e.g., MBA; or MS in Engineering, Computer Science etc) or a Bachelor’s Degree (e.g., Business, Marketing, Engineering etc… technical discipline preferred) and 4+ years of experience. Relevant certifications and additional years of experience could supplement a degree in a related field.

  • Experience leading or mentoring a business development or proposal team.
  • Familiarity with AI, software, or data‑focused technology solutions in other services/agencies.
  • Proven track record of winning prime DoW contracts.
