This opportunity is open only to individuals who currently hold an active U.S. Department of Defense (DoD) security clearance at the required level. Engagement will be under a 1099 / Business-to-Business (B2B) contractual arrangement — not a W-2 employment position.

As this is a B2B / 1099 engagement, benefits such as health insurance, paid time off, and retirement plans are not provided. Contractors are responsible for managing their own taxes, insurance, and other business obligations in accordance with federal and state requirements.

A defense professional with a 4-year degree and solid experience developing strategic and operational scenarios that integrated diplomatic, informational, military, and economic (DIME) aspects. They have worked closely with red teams and subject matter experts (SMEs) to create adversary doctrines, orders of battle, and narratives reflecting NATO areas of interest.

Skilled in scenario graphics, timelines, and crisis simulations, they can directly support adversary play during execution. NATO operational or strategic-level wargame experience is key, alongside strong English writing and briefing skills.

Preferred Background:
Scenario developers, red team coordinators, or operational planners with NATO AOR/AOI expertise.

• Develop or coordinate realistic operational and strategic scenarios supporting wargame objectives across all DIME elements.
• Gather and integrate inputs from NATO red team SMEs and other subject matter experts to develop credible adversary actions and orders of battle.
• Produce scenario materials including narratives, graphical order of battle depictions, and road-to-crisis timelines.
• Ensure all scenario content aligns with wargame design goals, research questions, and DCAP requirements.
• Serve as an advisor to the red cell or facilitate adversary play to maintain realism and consistency during execution.
• Support the integration of scenario outcomes into analytical products and final reports.
• Participate in rehearsals and provide feedback to improve scenario realism and delivery.
• Contribute scenario-related inputs and narratives to final wargame reports to ensure continuity between design, execution, and analysis.
• Perform other scenario, design, or facilitation tasks as required by the COTR to support evolving wargame needs.

• Nationality of one of the NATO member countries.
• Minimum five (5) years of experience developing operational or strategic scenarios integrating DIME elements.
• Experience coordinating and integrating inputs from red teams or SMEs to develop adversary actions and orders of battle.
• Familiarity with NATO AOR/AOI, current and emerging threats, and adversary doctrines.
• Demonstrated ability to produce scenario products such as narratives, graphical depictions, and timelines.
• Experience working in multinational teams and managing stakeholder coordination.
• Proficiency with Microsoft Office and collaborative platforms.
• Prior experience supporting NATO wargames at the operational or strategic level, including red cell participation.
• Experience contributing scenario observations or summaries to after-action reviews and final wargame reports.
