The SUMH Program Administrator provides leadership and operational oversight for several agency programs. Serving as an assistant to the SUMH Director and support for the Utah Behavioral Health Commission, the incumbent is responsible for planning, directing, and evaluating complex human service programs. This role is central to the agency’s transparency and governance, providing essential support to the Utah Behavioral Health Commission, ensuring strict adherence to Utah Open and Public Meetings Act (OPMA) rules, and supervising support staff.
Essential Duties and Responsibilities Administrative Support- Executive Support:
Performs essential administrative assistant duties for SUMH leadership, including managing high-level correspondence, scheduling, and document preparation.
- Staff Management:
Directs, supervises, and evaluates the work of support staff; identifies training needs, conducts performance evaluations, and manages workload distribution to ensure operational efficiency. - Program Development:
Implements program strategies and utilizes research data to monitor program effectiveness and optimize resource utilization.
- Commission Liaison
:
Serves as an administrative and operational support for the Utah Behavioral Health Commission (UBHC) meetings and tasks; facilitates communication between Commission members, stakeholders, and agency leadership. - Public Meeting Compliance
:
Oversees aspects of meeting administration to ensure full compliance with the Utah Open and Public Meetings Act (OPMA), including posting notices, preparing agendas, recording minutes, and managing public comment periods. - Records Management
:
Maintains official records, ensuring all documentation is organized and accessible in accordance with state retention schedules and Government Records Access and Management Act (GRAMA) requirements.

Qualifications- Management:
Advanced knowledge of business and management principles, including strategic planning, resource allocation, and human resources modeling. - Legal & Compliance:
Working knowledge of the Utah Open and Public Meetings Act and the ability to apply state-mandated administrative rules. - Communication:
Mastery of the English language with the ability to communicate complex ideas clearly in writing and public speaking. - Critical Thinking:
The ability to identify when systems or processes are failing and develop logical, effective solutions. - Interpersonal:
High social perceptiveness and the ability to manage diverse reactions from stakeholders and members of the public. - Meeting Coordination:
Managing complex calendars for high-level officials. - Meeting Technology:
The ability to support large public, hybrid meetings in Zoom and Google Meets with hybrid meeting technology. - Minutes and Documentation:
The ability to accurately transcribe complex policy discussions and technical recommendations into professional meeting minutes.
- Licensure is required when job duties are within the scope of practice as defined in UCA 58-60:
Mental Health Professional Practice Act. Divisions, offices and institutions are responsible for determining which positions require a license, depending on the area of assignment. - Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
- Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to Utah within 30 days of their start date.
