Position Overview/Duties
:
The U.S. Army Corps of Engineers (USACE) Transportation Systems Mandatory Center of Expertise (TS-MCX) is seeking highly accomplished and dedicated Subject Matter Experts (SME) for Airfields. This is a premier opportunity to serve as the Army's top technical authority on airfield and heliport engineering, directly shaping the geometric, structural pavement, and infrastructure design for critical horizontal construction projects worldwide. You will drive maximum effectiveness and efficiency, ensuring that complex global projects meet the highest standards of scope, time, cost, and quality.
- Global Airfield Engineering and Design (Approx. 25%)
Design Authority:
Serve as the definitive Subject Matter Expert for US Army Airfield/Heliport Engineering, performing designs and making final decisions on airfield geometrics, pavement materials, placement criteria, and infrastructure.Complex Projects:
Develop original plans, design analyses, and specifications for the most complex airfield pavement projects (new construction and specialized repair) for DOD customers worldwide.Technical Planning:
Interpret, adapt, and apply numerous guidelines and engineering principles to determine the most appropriate and feasible design solutions, including planning and overseeing geotechnical site investigations to determine subgrade conditions.Project Oversight:
Establish budgets, schedules, estimates, and design criteria, meeting with users and command pavement engineers to define scope and customer expectations. - Worldwide Review, Inspection, and Evaluation (Approx. 45%)
Technical Consulting:
Provide essential consulting services to USACE Districts, Army/Air Force Major Commands, installations, and A-E firms relating to the planning, design, and construction of airfield pavement projects.Mandatory Reviews:
Perform Independent Technical Reviews (ITRs) and technical adequacy assessments of Army, Air Force, Navy, and other DOD airfield geometric and pavement projects designed by various entities (USACE Districts, DPW, AFCEC, NAVFAC) worldwide, ensuring strict compliance with applicable criteria and standards.Site Evaluation:
Conduct site inspections and evaluations of existing airfields and pavements globally, weighing known conditions against established criteria for operational compliance.Coordination:
Attend design review meetings to ensure using service requirements and appropriate Army/Air Force criteria and designs are fully coordinated. - Criteria Development & Standardization (Approx. 15%)
Policy Leadership:
Serve as the TS-MCX representative on influential Tri-Service committees (USACE, AFCEC, NAVFAC) responsible for airfield design, operations, and pavements.Standards Authority:
Use your deep expertise to ensure the latest engineering principles, processes, and equipment are incorporated into new and revised criteria.Document Management:
Update and review Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS) for the design and construction of airfield geometrics, pavements, and infrastructure, staying current with the latest FAA and Tri-Service guidance. - Technical Training & Instruction (Approx. 15%)
Curriculum Lead:
Take responsibility for developing and updating the curriculum for airfield design and operation engineering courses offered by the TS-MCX.Instructor:
Teach and facilitate TS-MCX courses to students from all DOD elements and Federal Agencies at locations around the world.Team Leader:
Function as the Team Leader for instructors, ensuring course material is current with the latest criteria, commercial equipment, technologies, and infrastructure/asset management techniques across the aviation industry.
