Position Overview /Duties

The Transportation Systems Center of Expertise relies on senior technical leaders who can navigate the most complex construction, contracting, and scheduling challenges across a diverse regional program. This position serves as the Transportation Systems Center of Expertise’s foremost authority on construction claims and advanced contract administration, supporting projects that span major military installations and critical infrastructure sites worldwide. The incumbent “applies broadest knowledge and expertise across the entire spectrum of construction contract administration, from post award to contract closeout.”

Within the Transportation Systems Center of Expertise, this role becomes a strategic asset—ensuring that transportation-related construction programs are executed with technical rigor, contractual integrity, and proactive risk management. The position provides district-wide leadership in schedule analysis, field oversight, and the evaluation of complex modifications, while also mentoring staff and supporting efforts that protect government interests. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Location(s):
Omaha, NE, or other U.S. Army Corps of Engineers (USACE) CONUS offices, subject to negotiation.

Specialized Experience Requirement:
Performance of advanced technical analyses and evaluations across a wide range of engineering and programming activities, including detailed review and assessment of airfield pavement designs, geometrics, materials, and supporting submittals. Carrying out in-depth investigations of complex technical issues, schedule impacts, and project challenges using methods such as engineering evaluation techniques, developing well‑supported findings that inform dispute resolution, design refinement, and program decisions.

Work includes examining airfield paving practices, identifying deficiencies in design or execution, validating compliance with established criteria, and documenting required corrective actions. Routinely interpret evolving engineering standards, assess their implications for ongoing work, and contribute to process improvements, workforce development, and technical guidance across the organization. Perform functional assessments of automated business systems, defining technical requirements to support engineering and program needs.

Through site visits, technical reviews, and collaboration with field offices and program partners, deliver expert evaluations that strengthen program performance, ensure adherence to engineering criteria, and support the successful execution of complex, high‑visibility projects.
