Position: Program Manager, Small & Emerging Business Development

This is a temporary part-time or full-time position through September 2026.

PURPOSE OF POSITION

To assist Small & Emerging Businesses (SEBs) and local employers in achieving their educational, capacity-building, and inclusion goals. Will work directly with general contractors, governmental, corporate, and institutional entities to include SEBs, contractors, and service providers into their supply chains.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
  • Organize and execute educational series, mentoring and materials targeting the needs of small, emerging, and minority-owned businesses, with a focus on those in the construction industry.
  • Perform face-to-face Business Retention & Expansion (BRE) calls to determine SEB educational, training, financial, bonding, and other needs.
  • Assist the Director in providing technical assistance to small businesses. Includes responding to general information requests on starting and growing a business in the Greater Omaha area, how to obtain financing, and how to apply for various trainings and certifications related to City of Omaha SEB program.
  • Assist the Director in managing the Chamber’s REACH program, a technical assistance and capacity-building program focused on small and emerging businesses in the construction industry.
  • Assist in planning and executing REACH and small business educational programming in conjunction with other entities that have synergistic program objectives.
  • Develop relationships and maintain regular contact with prospects/leads through various recruitment activities that include: engaging in proactive outreach by calling upon prospects in-person, over the phone and via electronic means; trade shows and conferences; walk-ins; inbound phone calls; and web inquiries.
  • Track and record all prospect activity in the Chamber’s Customer Relationship Management (CRM) software. Provide activity reports on specific and aggregated client activity.
  • Research and identify new and existing firms that can be certified in the City of Omaha’s SEB program and actively work with the City of Omaha’s Human Rights & Relations Department to recruit and retain small and emerging businesses in their SEB program.
  • Establish and maintain relationships with business owners, contractor groups, and community organizations affiliated with the construction and service industries.
  • Give public and client presentations on the REACH program, the City of Omaha SEB program, and other related Chamber topics.
  • Note:

    This position will support the Director of Small and Emerging Business Development in the execution of the Chamber’s overall SEB economic development strategy.

    OTHER DUTIES AND RESPONSIBILITIES
  • Attend/work a variety of Chamber events and represent the organization as needed at other business and community programs/events.
  • Provide timely and accurate response/information on a wide variety of issues and questions about the Chamber and the Greater Omaha region.
  • Represent the Chamber with professionalism and integrity.
  • Actively participate in diversity, equity and inclusion training in order to advance along one’s own journey of inclusion and acceptance.
  • Other duties as assigned.
  • SUPERVISORY RESPONSIBILITIES

    May occasionally supervise an administrative assistant and interns.

    FISCAL RESPONSIBILITY

    All expenditures require approval of the Director of Small & Emerging Business Development and/or the Senior Vice President of Economic Development.

    Education and related work experience

    Bachelor’s degree in business administration, management, construction management, finance, marketing, education, law, or related fields; and two years of experience in the management or operations of a construction firm, small business, or economic development entity. Experience in direct customer contact and/or sales is desired.
