The Senior Market Research Specialist plays a key role in helping leaders make informed decisions by translating data into meaningful insights that guide strategy, product development, and customer engagement.

In this role, you ll partner with business leaders across the organization to design research initiatives, analyze results, and provide actionable recommendations that shape programs, services, and long-term planning. You ll work independently and with external research partners to ensure OPPD continues delivering value to customers and staying ahead of industry trends.

  • Design and lead primary and secondary market research initiatives that support strategic planning, customer engagement, and product development.
  • Partner with internal stakeholders to identify business questions and develop research methodologies that produce meaningful, actionable insights.
  • Analyze qualitative and quantitative research data using appropriate statistical and analytical techniques.
  • Translate research findings into clear recommendations that support decision-making across the organization.
  • Manage multiple research projects simultaneously while balancing timelines, budgets, and stakeholder needs.
  • Benchmark customer perception and satisfaction data against other utilities and historical trends.
  • Support OPPD s corporate customer satisfaction performance metrics through ongoing tracking and reporting.
  • Manage vendor relationships, including selection, coordination, and oversight of research partners.
  • Lead administration of OPPD s Power Panel research program, ensuring engagement, recruitment, and insight sharing.
  • Provide consultation and support to internal users of the Voice of the District platform.
  • Monitor industry trends, emerging technologies, and competitive intelligence to inform leadership decision-making.
  • Build strong relationships with internal clients and external partners to support effective research outcomes.
Qualifications

Required:

  • Bachelor s degree in Marketing, Mathematics, Research and/or Business Administration or five (5) years of experience in a related field.
  • Experience in advanced research techniques including experimental design, analysis of variance, regression, tradeoff analyses such as choice models and conjoint analysis, data modeling and focus group moderation
  • Experience with Qualtrics platform
  • Strong analytical skills
  • Leadership skills
  • Presentation skills

Desired:

  • Advanced degree in Marketing, Research and/or Business-related area
  • Knowledge of OPPD operations
Time Demands
  • This role is considered a "non-essential" role. However, this role may be required to report to work to support the restoration of normal business operations.
  • Maintain regular and predictable attendance in alignment with Departmental policy.
  • Must maintain 24-hour availability for technical and professional assistance, emergency response, and directing remedial action in response to such emergencies, as well as maintain availability as required for on call duty.
Closing Statement

Salary Grade: S4

Base: $90,759

Midpoint: $113,449
