The opportunityThe Business Development Officer is a senior, externally-facing leader who helps grow Pac Mtn’s impact through trusted relationships, sustainable funding, and strategic partnerships. In this role, you’ll strengthen alignment with elected officials and public agencies, help shape policy and investment conversations, and secure diversified resources to advance workforce priorities.
A major focus of this position is to design, launch, and scale an integrated services program aligned with the Center for Working Families model—bringing together workforce services, financial coaching, and access to income supports in ways that are locally grounded and equity-centered.
You’ll work closely with the CEO and executive leadership and serve as a visible, credible representative of Pac Mtn across systems and communities.
About the roleExternal affairs and government relations
- Build and sustain trusted relationships with elected officials at the city, county, state, and federal levels
- Serve as a primary liaison for policy, budget, and public investment discussions connected to workforce and economic priorities
- Advance alignment between organizational priorities and legislative or administrative initiatives
- Prepare and deliver briefings, presentations, and testimony to inform public decision-making
- Coordinate advocacy strategy and external messaging in partnership with executive leadership
Resource development and funding strategy
- Identify and pursue public and private funding to support core operations and new initiatives
- Oversee grant development, letters of intent, and funding proposals
- Cultivate and maintain relationships with funders, foundations, and public agencies
- Ensure funding strategies align to measurable outcomes and community impact
Integrated services and program development
- Design and advance an integrated services model (aligned with the Center for Working Families framework) that supports economic mobility and workforce participation
- Support approaches that help people stabilize basic needs, access income support, strengthen financial capability, and connect to career pathways
- Build cross-system partnerships across workforce, human services, education, and community organizations
- Guide implementation planning, performance expectations, and scaling strategies
- Ensure program design reflects equity and local community conditions
Community and systems partnership development
- Build and sustain partnerships with community organizations, employers, education providers, and public agencies
- Convene partners to align strategies, share resources, and address regional workforce needs
- Strengthen cross-sector coordination to improve service delivery and outcomes
- Represent the organization in regional, state, and national forums
Strategic planning and systems alignment
- Contribute to organizational strategy with focus on external alignment and growth
- Translate strategic priorities into actionable initiatives and partnerships
- Use labor market, economic, and demographic data to inform investment planning and decisions
- Support continuous improvement through performance review and partner feedback
Leadership and supervisory responsibilities (as needed)
- Provide leadership across initiatives through influence, coordination, and shared accountability
- Lead cross-functional teams and project-based work groups as needed
- Support staff and partner capacity building tied to program and funding priorities
- Establish clear roles, timelines, and expectations for collaborative work
- Assume direct supervisory responsibility as organizational structure and program scale evolve
