Job Description & How to Apply Below
Liberum is first and foremost a team. A team that does what it takes to deliver extraordinary results while living our values. We are passionate about client success because we know that we're making a positive change for that person, others and the whole organization.
We believe extraordinary results are built on relationships. How we interact, share, guide, and mentor make it possible to lead people through meaningful change and leave our clients with lasting capability long after an engagement ends.
Liberum's tailored approach to technology consulting, organizational change management, and AI solution delivery has earned the trust of Fortune 500 companies and government agencies alike. We know that adoption and total engagement equals success, and that success can only be achieved by tailoring the approach to the specific initiative and the specific organization.
The Role
The PMO Director will lead and oversee the project management office on large-scale Washington State ERP initiatives, providing strategic direction, team leadership, and governance across multiple concurrent work streams. This consultant will serve in a complex, high-stakes program where their ability to build, mentor, and manage high-performing PMO team members will directly shape how transformation unfolds across state agencies and the people they serve.
If you want to put your signature on work that matters at scale, this is that opportunity.
We are looking for someone who brings deep public sector experience, hands-on PMO management, and a proven track record of standing up and running PMOs on complex programs. You know how to staff, structure, and scale project teams to meet evolving program demands. You set the standard for delivery methodology, reporting cadence, and governance rigor across your teams. You hold PMs accountable, remove blockers, and ensure consistent quality across all work streams.
You are also conversant in AI tools, you understand both their potential and their limitations, and you know how emerging automation capabilities affect process design, training, and delivery on programs like these.
What sets you apart is not just your resume. You operate with an ownership mentality, drive clarity when things get messy, and deliver hard truths to executive stakeholders with data and a plan already in hand. You build teams that reflect your standards, develop your people intentionally, and create environments where PMs and analysts do their best work. You make your value visible, communicate proactively, and genuinely enjoy leading a high-performing team.
At Liberum, you will work alongside people who hold the same standard, with the autonomy, support, and quality of client work to keep pushing your own growth. If you are exceptional at what you do and want to work somewhere that genuinely recognizes and rewards that, we would love to talk.

- Oversee resource allocation, capacity planning, and staffing decisions across concurrent projects, ensuring teams are appropriately structured to meet engagement demands
- Manage relationships with executive sponsors, steering committees, and cross-functional stakeholders across state agency environments
- Define and continuously improve delivery methodology, templates, and tooling used across the PMO to drive efficiency, quality, and repeatability
- Demonstrated ability to leverage AI-powered tools to enhance project delivery, including applications such as automated reporting, risk pattern recognition, requirements analysis, or stakeholder communication drafting
- Comfort evaluating and adopting emerging tools that improve efficiency and output quality on complex engagements
- Facilitate project status reporting, executive briefings, and governance checkpoints
- Oversee configuration, testing, and validation of project activities, ensuring all aspects of project planning and execution meet quality and timeline expectations
- Identify and proactively manage project risks and dependencies across interconnected work streams
- Coordinate across vendor, state agency, and internal Liberum team members to ensure integrated delivery
