Analytics, Research, and Measurement Manager

Salary: $111,504 - $149,904 annually. This project position is funded through 06/30/2028.

This position supervises and oversees research and analytics for the Medicaid Transformation Project. The manager is the lead subject matter expert and strategic thinker who orchestrates work among teams, connects with partners, anticipates data needs, and guides analytics initiatives to improve health care outcomes.

About the unit

The DATA (Data Acquisition, Transformation and Analytics) team of the HCA, within the Strategy, Policy, and Innovation (SPI) division, leads agency data strategy and implements analytics and reporting systems to inform agency leadership and monitor program performance.

About the position

The manager supervises professional staff designing and implementing health care research studies, including methodological design, data analysis, interpretation of findings, and presentation of sensitive analyses. The role guides data scientists and analytic contracts, develops advanced analytics and evaluation for Medicaid Transformation Project 2.0, and delivers actionable insights that improve health care outcomes and support policy decisions.

This position is eligible for telework and typically does not require on‑site reporting. The default work location is within Washington State; onsite visits may be required as needed. Out‑of‑state telework is currently suspended.

Key responsibilities
  • Oversee staff use of health care claims and supplementary data sources to design analytics, evaluation, reporting, and visualizations for the Medicaid Transformation Waiver.
  • Provide key insights from data analyses to support policy decisions and program monitoring.
  • Lead creation of data products using programming languages (R, SAS, SQL, M code, Python) and visualization tools (Power

    BI, Tableau).
  • Ensure high quality, accurate scientific research meets data needs and federal requirements.
  • Supervise data‑analysis teams (analysts, scientists, informaticists, epidemiologists, econometricians).
  • Ensure compliance with agency processes, external policy, and legal requirements.
  • Oversee design, implementation, and accuracy of analytic projects developed by direct reports.
  • Provide tools, training, and resources necessary for staff to meet goals and service standards.
  • Set performance standards and identify implementation strategies.
  • Advise senior leadership on analytic policy, planning, timelines, staffing, and technical requirements.
  • Develop the agency‑wide analytic vision for Medicaid Transformation Project 2.0 and prioritize data services.
  • Partner with agency leadership to translate data requests into analytic projects supporting Project 2.0.
  • Guide development and presentation of findings to stakeholders, policymakers, and the public.
Required qualifications
  • Option 1:
    Master’s degree in informatics, data science, mathematics, computer science, statistics, biostatistics, epidemiology, or related field; 2 years of data science/informatics work; 1 year supervisory experience.
  • Option 2:
    Bachelor’s degree in related field; 4 years of data science/informatics work; 1 year supervisory experience.
  • Option 3:
    Associate degree in related field; 6 years of data science/informatics work; 1 year supervisory experience.
  • Option 4: 8 years of data science/informatics work; 1 year supervisory experience; proven ability to learn, meet needs, and lead data initiatives.
Preferred qualifications
  • Deep knowledge of data governance, health care systems, research methods, advanced statistics.
  • Advanced experience with large, complex data sets and programming skills in SQL, R, Python, SAS.
  • Experience with data visualization using Power

    BI, Tableau.
  • Strong presentation and communication skills.
  • Adept at partnering with internal and external stakeholders.
