Overview

DSHS HCLA Behavioral Health & Developmental Disabilities Policy Program Manager Our team with Residential Care Services (RCS) within the Home and Community Living Administration (HCLA) is looking for a Long-Term Care Policy Program Manager who will provide advanced level expertise, guidance, and counsel in specific laws and rules on complex issues for Behavioral health and developmental disabilities residential settings.

You’ll have responsibility for managing the Department’s federal and state regulatory oversight obligations pertaining to the vulnerable individuals under their care. You’ll be developing and amending rules, policies, and procedures to ensure consistency in practice and application of requirements statewide.

Responsibilities
  • As a Policy Program Manager, you will: (1) work with internal and external interested parties in the development of rules, policies and procedures for regulatory oversight; (2) communicate developed rules, policies and procedures to internal and external interested parties in a clear, respectful, and professional manner; (3) formulate responses to the public on behalf of HCLA/RCS related to questions and issues about Developmental Disabilities residential setting rules, policy and procedure development, and program policy management development;

    and (4) organize and lead in development of any required handbooks and guides for providers, advocates and agency, administration, and DSHS professional staff with continual updates as needed.
  • Schedule is M-F, 8 am – 5 pm. Telecommute, remote, hybrid work.
What You’ll Do
  • Manage the development of program specific policies and procedures.
  • Manage the development of program specific certification inspection and complaint investigation processes and follow up visit processes.
  • Manage policy related to legislative, fiscal, and labor activities.
  • Manage the development of a process for program-specific complaint/inspector orientation and training to role and functions.
What We Are Looking For
  • Ability to see the big picture when several diverse subjects are at issue for policy development.
  • Knowledge of public policy issues related to a subject-matter field and regulatory oversight authority.
  • Understanding rule making process in WA state.
  • Knowledge of WA state administrative laws and regulations, and policies related to community-based, person-centered care.
  • Exceptional technical writing skills with ability to develop effective written documents, materials, and tools.
  • Understanding of DSHS, RCS, DDA, and ability to describe these department services, programs, positions, and points of view clearly to different individuals with diverse interests.
  • Ability to manage with little need for oversight, includes time management meeting project timelines staying focused and organized while balancing competing priorities, and completing quality work that meets rapid deadlines.
  • Clear and compassionate customer service.
  • Applies equity, diversity, inclusion, and access principles (EDAI).
  • Ability to organize and prioritize distribution of projects amongst appropriate subject matter experts and set deadlines for final review and approval.
  • Skill in written and oral communication to prepare briefings or recommendations to managers and negotiate solutions to disputed recommendations.
  • Ability to research problems and issues, including evaluating the content of new or modified legislation to determine its impact on the agency s programs or resources.
Who Should Apply
  • Professionals with the following:
    Master’s degree in public administration, social work, behavioral health or other health and social service area AND a minimum of three years experience in a setting that supports individuals with disabilities, mental health needs, vulnerable adults, or similar; AND three years of experience in implementing state legislature initiatives.
  • OR Bachelor’s degree in related field as described above; AND five years’ experience in a setting that supports individuals with disabilities, mental health needs, vulnerable adults, or similar; AND five years of experience in implementing state legislature initiatives.
