2)

DSHS is seeking a detail-oriented and analytical Compliance Specialist (Data Consultant
2) to join our Research & Data Analysis/Washington State IRB in Olympia, WA. The Compliance Specialist is the primary point of contact for seven state agencies whose research is overseen by the Washington State IRB (WSIRB). The position uses knowledge of research methods and human subjects’ protections, judgement and expertise to provide effective, fair, and respectful guidance on research protocols, the review process performed by and submissions to the Washington State Institutional Review Board (WSIRB).

The WSIRB is responsible for implementing and ensuring compliance with state and federal statutes and regulations, and agency policy and procedures, for the protection of human research subjects in the Department of Social and Health Services, and-through interagency and IRB Authorization agreements. WSIRB functions are unique, required, and governed by federal as well as state law, and represent a critical component of the human subject protection programs in these Washington State agencies.

What

you ll do in this role
  • Serve as the initial point of contact for practitioners, researchers, and program managers from Washington State agencies and local agencies as well as academic institutions, research organizations, and independent investigators for all applications to WSIRB for review.
  • In consultation with the IRB Administrator, work with the Electronic Protocol Management System (EPMS) vendor, agency staff, WSIRB, and researchers to facilitate electronic submissions of all exempt projects and research related WSIRB applications by exercising latitude, professional judgement, and regulatory knowledge to identify, address, and resolve issues.
  • Maintain, process, and monitor the WSIRB email inbox to facilitate and ensure responsive communication between practitioners, researchers, Washington State agency staff and the WSIRB.
  • Ensure all submission documentation and communications are accurate and complete in the online system and that all ongoing projects remain complete for record-keeping, reporting, and auditing purposes.
  • Administer fees for WSIRB reviews in consultation with the IRB Administrator.
  • Communicate and facilitate communication and documentation about questions regarding the fee process. Serve as the point of contact for fee-related questions from submitters, and document and maintain records of submission fees for each submission to WSIRB.
  • In consultation with the IRB Administrator, process research, continuation approval requests, exemption determination requests, and study amendment requests submitted under the jurisdiction of seven Washington state agencies to ensure compliance with state and federal regulatory requirements for conducting human subject research.
  • Work with team leaders and researchers to solve analytics issues and document and submit results, protocols and methodology.
  • Provide professional and procedural advice to submitters regarding complex, multi-dimensional issues impacting diverse departments, programs, policies, organizations, and/or jurisdictions.
What we re looking for
  • Experience providing procedural assistance or advice to a diverse range of professionals, such as researchers and IRB members regarding human research protocol applications, and submissions and related ongoing activity within the projects, including familiarity in using an online protocol management system for processing and documenting all actions and decisions related to research review, approval, and oversight.
  • Experience administering or applying state and federal human subjects’ protection laws to research and exempt projects.
  • Ability to understand research methods, write clearly and concisely, and follow oral and written instructions.
  • Organized and detail oriented with advanced troubleshooting skills.
  • Outstanding communication skills with a focus on professionalism within email and telephone correspondence.
