About the division:

The Division of Legal Services (DLS) provides professional and legal support to all divisions in Health Care Authority (HCA) to mitigate risks, comply with changing laws, and assist the agency in accomplishing its goals. The Office of Rules and Publications (ORP) supports HCA in promulgating Washington Administrative Code (WAC or rules), writing and publishing provider billing instructions and other information, and maintaining the Medicaid State Plan.

About

the position:

This position supports HCA's and ORP's mission by ensuring rules are promulgated according to Chapter 34.05 RCW, the Administrative Procedures Act (APA) and Chapter 19.85 RCW, the Regulatory Fairness Act, and that rules and provider instructions are clearly written according to Executive Order 23-02 on Plain Talk. By ensuring HCA's rules are legally promulgated and clearly written, this position enables the Agency to implement statewide health care programs.

In turn, clients are able to understand and obtain access to the healthcare services they require. By ensuring provider instructions are clearly written and widely available, this position enables providers to understand, furnish, and bill for appropriate services to clients.

This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Some

of what you will do:
  • Promulgate Washington Administrative Code (WAC or rules) for HCA's programs, including rules shared with DSHS and DOH, and other rules as needed.
  • Provide technical assistance to staff to compile program data necessary for the development and writing of Small Business Economic Impact Statements as necessary.
  • Independently organize, facilitate, and manage multiple simultaneous rule development work groups, leading them through the rule development process using strong management and communication skills.
  • Develop/update provider billing manuals, billing instructions and accompany electronic messages to reflect changes to program WAC, coverage, policy, and billing procedures, payment, etc.
  • Review, edit, and approve material written by workgroup team members.
  • Collaborate with subject matter experts to write provider documents that are necessary, fair, understandable, consistent, accurate, and concise.
  • Ensure final provider documents are consistent with the WAC.
  • Provide technical assistance to program staff to ensure consistency and accuracy in provider billing documents.
  • Monitor WAC and provider documents websites and inform ORP's web point of contact about issues.
Required qualifications:
  • Demonstrated knowledge, understanding, and application of the statutes and rules that regulate Washington State rule making, including the Administrative Procedures Act (Chapter 34.05 RCW), the Regulatory Fairness Act (Chapter 19.85 RCW), and the Code Reviser regulations in Chapter 1-21 WAC.
  • Demonstrated ability to write clearly and concisely, applying clear writing and "Plain Talk" principles.
  • Demonstrated ability to communicate effectively with diverse groups, including internal colleagues and top management, and external customers.
