This position is within the Consumer Protection Division and is based out of our Tumwater Office. The Health Insurance Advisor 1 (Medicare Training Coordinator – Curriculum Designer) plays a critical role in designing, building, and maintaining the training curriculum that prepares SHIBA volunteer advisors to deliver high‑quality Medicare counseling and community education.

Overview

In this role you will function as the program’s curriculum designer and learning pathway owner, translating complex Medicare policy into structured, accessible, and engaging training experiences for adult volunteers across Washington State.

Duties

Curriculum Design and Instructional Development

  • Design, develop, and maintain curriculum used to train SHIBA volunteer advisors and coordinators to counsel Medicare beneficiaries.
  • Review, evaluate, and synthesize existing training content from SHIBA, the SHIP Technical Assistance Center, CMS, and partner organizations to identify gaps, redundancies, and opportunities for improvement.
  • Create and update web‑based training modules, webinars, and learning resources aligned with adult learning principles and the SHIBA “path to certification.”
  • Develop training materials that support peer mentoring and scaffold learning from introductory concepts through advanced Medicare counseling topics.
  • Pilot new curriculum and training materials, gather feedback, and refine content to improve clarity, effectiveness, and learner engagement.
  • Adapt curriculum and instructional materials to support online and self‑paced learning environments.
  • Update training content to reflect changes in Medicare policy, program guidance, and SHIBA resources such as the VRPM, Program Operations Manual, and Volunteer Handbook.
  • Coordinate with national partners (CMS, SHIP TA Center, SMP Resource Center) and SHIBA colleagues to distribute, post, and facilitate training for staff and volunteers.
  • Design and support curriculum for Senior Medicare Patrol (SMP) volunteer and coordinator training.
  • Develop and maintain training materials and guidance related to data entry, reporting, and performance measures in the STARS database.

Learning Pathways, Certification, and Competency Management

  • Own and maintain the SHIBA volunteer “path to certification,” ensuring a logical, progressive learning sequence and clear competency expectations.
  • Modify curriculum and certification pathways in response to new policies, program requirements, or funder guidance.
  • Design, coordinate, and maintain certification assessments, including exams and evaluation tools.
  • Track volunteer completion of coursework, certification milestones, and continuing education requirements.
  • Communicate training progress and certification status to Volunteer Coordinators, SHIBA staff, and program leadership.
  • Ensure training and certification processes support consistent, high‑quality volunteer performance statewide.
