Senior Organizational Change Management (OCM) Specialist, Management Analyst 5 (MA5)

Recruitment #2026-1-P500/A247. Full-time, non-permanent, represented position (WFSE). Anticipated non-permanent and project employment February–June 2026, with possible extension through December 2026 contingent on continued funding.

Location:

Natural Resources Building, Olympia, WA. Work hours and partial telework flexibility may be available and considered. Salary: $6,414.00 – $8,628.00 monthly.

Join the Department of Natural Resources (DNR) within the Enterprise Performance and Project Management Office (EPPMO). We seek two Senior OCM Specialists to develop and implement deliverables in journey mapping, business requirements, readiness and impact analysis, communications plans and activities, survey methodology, visual management, dashboards, partner engagement coordination, training, learning and reference materials, and facilitation support for OCM activities such as change agent networks, information sessions, and user experience sessions.

This role ensures that the people side of change advances in alignment with project timelines and that agency readiness is visible, measured, and well-supported.

Responsibilities
  • Develop and execute OCM deliverables and support agency readiness.
  • Produce technical OCM deliverables that support agency-wide readiness for significant change to business practices and processes.
  • Support communications and engagement activities; draft communications for targeted audiences based on OCM plans and agency needs.
  • Facilitate logistics, OCM meetings, and engagement events and activities.
Required Qualifications
  • Bachelor’s degree in public administration, technology, business administration, or a closely related field; OR an equivalent combination of education and/or experience.
  • Two years of experience in business analysis and developing requirements, organizational change, and/or performance management.
  • Demonstrated experience in two or more of the following areas (or a combination):
    • Organizational change management
    • Project management
    • Performance measurement/management
    • Business analysis and requirements development
    • Continuous improvement
    • Preparing and presenting analysis, narrative, statistical, and graphical reports
  • Experience using schedules, timelines, and other graphics to report status and stay on track.
  • Experience creating work plans, proposals, briefings, and trainings.
  • Experience creating, establishing, monitoring, and measuring work plans and collaborating to enable implementation.
  • Ability to break down, sort, and synthesize information, identify trends, and present findings via charts and graphics with actionable recommendations.
  • Flexibility to improve and streamline work processes beyond the assignment, focusing on outcomes and embracing challenges and change.
  • Ability to organize multiple assignments and produce accurate, thorough, on-time work products.

Special Requirements and Conditions of Employment
  • Standard office environment with an open/low wall setup. Some bending/lifting/reaching to set up and take down workshops.
  • Occasional travel to other DNR locations and state agencies; travel may occur quarterly and in inclement weather depending on time of year.
Desired Qualifications
  • Organizational change management and/or project management training and certification.
  • Advanced skills with Power BI, Microsoft Word, Excel, PowerPoint, and Visio.
