Job Overview

Black Rock Enterprises is seeking an experienced Civil Construction Project Manager to oversee industrial, government, and union-based utility and sitework projects from pre-construction through closeout. This role is responsible for budgeting, scheduling, subcontractor coordination, client communication, and overall project financial performance.

The ideal candidate brings 7–10+ years of civil construction experience, strong technical knowledge of plans and grading, and is highly organized, tech-savvy, and capable of leading teams while upholding strong safety and core values. This position plays a critical role in ensuring projects are delivered safely, on time, and within budget.

Responsibilities Include (but are not limited to):
  • Manage civil construction projects from contract award through final completion
  • Develop and maintain project schedules, budgets, and cost controls
  • Interpret and analyze construction drawings, grades, and specifications
  • Coordinate subcontractors, union labor, suppliers, and internal field teams
  • Oversee project financial performance including forecasting, change orders, and billing
  • Lead project meetings with clients, engineers, inspectors, and stakeholders
  • Ensure compliance with OSHA standards and company safety policies
  • Review and approve submittals, RFIs, contracts, and procurement documentation
  • Utilize Microsoft Excel and construction management software for reporting and tracking
  • Identify and proactively resolve project risks or field issues
  • Maintain strong communication between field operations and executive leadership
Qualifications
  • 10+ years of experience in civil construction, utilities, or industrial sitework
  • Proven experience managing industrial, government, or union-based projects
  • Bachelor’s Degree preferred (Construction Management, Engineering, or related field)
  • Strong ability to read and interpret construction plans, grades, and technical specifications
  • Proficiency in Microsoft Excel and construction management software
  • Excellent leadership, communication, and organizational skills
  • Strong financial acumen with experience managing budgets and forecasting
  • Demonstrated safety leadership and OSHA compliance knowledge
  • OSHA Certification preferred
