Job Summary

Incumbent is under the direct supervision of the KT Veterans Affairs Director; primary responsibilities are for the SSVF team, program delivery, building and maintaining relationships with community partners, and promptly responding to ongoing grant compliance requirements in accordance with the SSVF Program Office and Department of Veterans Affairs, while understanding and observing SSVF. The Program Manager’s primary goal (75% of the time) is to oversee all program staff, authorize final eligibility, enrollment, re‑certifications, and TFA requests, and report to SVDP Supportive Housing Director.

The secondary goal (25% of the time) is monthly uploads to HMIS Repository, a data quality requirement. Point of contact for community partners to resolve any concerns that may arise with SSVF staff members. Participate in staff hiring, orientation, and reviews. May assist with disciplinary actions and terminations for program staff.

Responsibilities
  • Oversees day‑to‑day operations, participates in all SSVF required trainings, monthly calls with the SSVF Regional Coordinator, and provides supervision to management.
  • Maintains collaborative relationships with community partners.
  • Communicates program requirements to staff, veteran families, and the community.
  • Provides SSVF staff with onboarding and ongoing professional development opportunities.
  • Exhibits excellent negotiation, de‑escalation, and mediation skills.
  • Proficiency in accounting and budgeting principles.
  • Proven ability to solve problems successfully.
  • Exhibits excellent time‑management skills.
  • Adept at public speaking and presenting to the community.
  • Successful fundraising experience.
  • HMIS proficiency.
  • Demonstrated ability to navigate complex situations diplomatically.
  • Creative, driven, outgoing.
  • Utilize various types of electronic equipment and devices.
  • Computer skills applicable to this position (40 wpm).
  • Excellent communication and relationship‑building skills.
  • Other duties as assigned.
Qualifications
  • High School degree with 1‑2 years of prior experience working with homeless individuals and/or households or prior experience working with military and/or Veteran population.
  • Knowledge of community resources.
  • Some prior case management experience.
  • Ability to work independently while meeting work expectations and program standards.
  • Prior military experience.
  • Valid driver’s license.
Requirements
  • Must possess a valid Oklahoma driver’s license and be insurable for liability insurance under the Kiowa Tribe’s Driving Policy.
  • Must submit to and pass a pre‑employment background check.
  • Must submit to and pass a pre‑employment drug test.
  • All tribal positions are subject to random drug testing in accordance with the Kiowa Tribe’s Drug‑Free Workplace Policy.
Physical Demands and Working Conditions
  • Must be able to travel to meet with clients, attend formal hearings, trainings, and other events as required.
  • Must be able to carry essential equipment for assigned duties.
  • Must be able to lift up to 25 pounds.
