OTRD is seeking a full-time General Counsel in Oklahoma City, OK. OTRD provides matching contributions to employees’ retirement plans, 11 holidays, and 15 days of annual and sick leave a year. OTRD also offers a comprehensive benefits package, including a benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.
The annual salary for this position will be $145,000.
Job DescriptionBasic Purpose
The General Counsel (GC) provides legal counsel to the Oklahoma Department of Tourism and Recreation, including policy and procedure review, litigation, legal research for various internal and external inquiries and pre-trial proceedings, contract writing and negotiating, and monitoring proposed legislation. The GC is the manager of the Legal Division of the Oklahoma Department of Tourism and Recreation and oversees legal services for the agency.
This position will report directly to the Executive Director.
The functions performed by employees in this job will vary, but may include the following:
- Oversees and manages the provision of all legal services to the agency.
- Provides strategic guidance, consultation, and support to executive staff and other members of upper management on a comprehensive range of legal and associated issues.
- Anticipates and identifies legal issues and counsels the agency in order to develop legal strategies and solutions, often in matters requiring a heightened sense of urgency.
- Assists in the planning, organizing, supervision, direction, and coordination of the division including the activities of administrative staff and attorneys.
- Interprets existing contracts and provides legal advice and counsel regarding all aspects of contract transactions.
- Evaluates proposed legislation and make recommendations for agency action in response thereto.
- Advises on questions of law or administrative policy involved in the operation of the agency and its contacts with industry, private or professional associations, state federal, or local government, and the general public.
- Develops and manages the annual budget for the Legal Division.
- Other duties as assigned.
Education and Experience requirements at this level consist of:
- J.D. from an accredited law school
- PLUS, licensed to practice law in the State of Oklahoma
- PLUS, an active member of the State Bar of Oklahoma
- PLUS, a minimum of five years of experience as legal counsel to a state, municipality, or federal government agency

- Applicable laws, agency policies, and procedures
- Methods and techniques for conducting legal research
- Legal principles and their application
- The scope of Oklahoma statutes and federal statutes, regulations, and policies; the Oklahoma Constitution; the principles of administrative and constitutional law; trial and hearing procedures; the rules of evidence
