At the Office of Management and Enterprise Services (OMES), we empower those who serve Oklahomans. As a Construction Project Manager with our Capital Assets Management (CAM) team, you'll play a pivotal role in delivering public-sector construction projects that support critical state services.

Job Details

* Full-time 40-hour work weeks.

* Support the Capital Assets Management Department.

* Salary is up to $80,000.00 based on education and experience.

* This is an on-site position located in Oklahoma City, OK.

Position Summary

As a Construction Project Manager, you'll serve as the driving force behind public-sector capital projects, overseeing them from concept through completion. Acting as the Owner's Representative, you will coordinate with architects, engineers, contractors, and state agency stakeholders to ensure that projects are delivered on time, within budget, and to the highest standards of quality and compliance.

This role requires a unique blend of technical knowledge, project management expertise, and strong communication skills. You'll manage multiple concurrent projects, facilitate clear decision-making among stakeholders, and navigate the complexities of construction regulations and procurement processes. Whether you're resolving job-site challenges or developing long-range strategic plans, you will play a key role in shaping the infrastructure that serves Oklahoma's citizens.

Key Responsibilities

* Project Planning and Coordination:
Define project scope, develop budgets and timelines, and align with agency or stakeholder goals.

* Stakeholder Communication:
Serve as the primary liaison between user agencies, architects, engineers, contractors, and regulatory bodies.

* Contract and Procurement Oversight:
Manage the bidding process, negotiate contracts, and ensure compliance with procurement laws and internal policies.

* Budget and Cost Control:
Monitor expenditures, approve payment applications, and identify potential savings or financial risks throughout the project lifecycle.

* Schedule Management:
Establish realistic timelines, track progress, and mitigate delays to keep projects on schedule.

* Site Oversight and Quality Assurance:
Conduct on-site inspections to ensure construction is proceeding according to plans, specifications, and safety standards.

* Change Order and

Risk Management:

Evaluate and process change orders and manage project risks to limit scope creep or unexpected costs.

* Project Documentation:
Maintain accurate records including meeting notes, submittals, RFIs, and contracts in digital systems such as Unifier.

* Closeout and Handover:
Oversee punch list resolution, gather warranties and O&M manuals, and ensure smooth transition to occupancy or client use.

* Compliance and Reporting:
Ensure all projects meet applicable building codes, ADA requirements, environmental regulations, and internal benchmarks.

* Other duties as assigned.

Physical Demands and Work Environment

This position is primarily office-based with regular travel to construction sites across the state. There may be some exposure to weather, dust, construction noise, and worksite hazards. This position requires standing, bending, crouching, pushing, pulling, lifting, moving, carrying up to 25 lbs., and climbing ladders/stairs. Occasional travel within the state of Oklahoma may be required.

Minimum Qualifications

Requirements include a bachelor's degree in Construction Management, Engineering, Architecture, or a related field, or 5 years of progressive experience in construction project management or a related discipline.

Preference will be given to candidates who possess

* Demonstrated experience managing all phases of construction projects, from planning through closeout

* Strong understanding of building codes, ADA compliance, and regulatory requirements

* Proficiency with project management software (e.g., Unifier, Procore, Microsoft Project, or similar)

* Strong communication and stakeholder engagement skills

* Ability to read and interpret construction documents, drawings, and technical specifications

* Experience managing budgets, schedules, and contract compliance

* Professional certifications such as PMP, CCM, or LEED AP
