Job Summary
The Technical Order Manager (TOMA) will work with every aspect of technical data to include acquisition, modification, sustainment, conversion, printing and distribution of technical data. Must be able to work unsupervised since work may be performed remotely.
Essential Functions- Assist the Project Leader as needed in the following areas:
- Contribute on a multifunctional project team responsible for development of the Project Plan and Implementation Strategy.
- Complete assigned work with limited direction, review and guidance from experienced peers.
- Complete the annual Comprehensive Air Force Tech Order Program (CAFTOP) narrative and TOIS, TO Life Cycle Management Plan (TOLCMP), TO Life Cycle Verification Plan (TOLCVP), MICT TOMA Checklist for Government TOMA.
- Provide Acquisition support as TOMA representative; to include inputs and updates to new mods/programs Statements of Work (SOW), Technical Manual Contract Requirements (TMCR), Contract Data Requirement Lists (CDRL), Pre-Pub Reviews (PPR), Verification Plans and Time Compliance Technical Orders (TCTO), Clear Data Discrepancy Reports (DDRs), Assisting with initial QA as needed, Distribution via ETIMS/DSO, DLA (DSO) Review proof copies, Attend Meeting (TO Talks, TOAP Enterprise, Assigned MOD Teleconferences.
- Establish and/or enforce quality standards for TM and logistic engineering deliverables and ensure that a plan is developed and/or followed to meet overall program objectives as defined by the program manager.
- Accurately meet program and quality objectives for all technical data deliveries.
- Participating in Specification reviews Air Force Technical Order Management System Office.
- Knowledge in Technical Order style and format.
- Follow written or provided Technical Writing Development processes.
- Resolve TO Sustainment and conversion issues as identified.
- Authorized access to classified information; active security clearance or ability to obtain and maintain security clearance.
- Other duties as assigned.
- Associate’s/Technical Degree desired.
- Experience in TO management or TO related career field.
- Experience with DoD in a Military, civilian, or contract position supporting DoD programs.
- Working knowledge of military industry, standards for product delivery, why and how Air Force TOs are inter-related and how a TCTO may affect several different manuals.
- Individual should have TO sustainment experience including experience as Air Force Technical Order Manager.
- Working knowledge of all technical data and other guidance documents which govern the preparation of all types of Air Force Technical orders, to include technical manual contract requirements (TMCR) and digital requirements documents.
- Complete knowledge of technical order manager responsibilities is essential, to include knowledge of applicable processes, regulations and TO management systems such as LCMP, Remis, G081, ETIMS, et al.
- Must provide support to document any changes or revisions to all TOs and other documents that may be impacted by modification or safety issue.
- Knowledge of technical data requisition is necessary.
- Must have experience requiring the use of military technical orders including sustainment support of technical orders.
- Possession of excellent TO/TCTO formatting knowledge, briefing, and facilitation skills.
- Requires a self-starter.
- Demonstrated skill in negotiation, building consensus and achieving compromise.
- Demonstrated Technical Leadership Skills..
- Strong computer skills with a working knowledge of Microsoft Office Suite.
- Strong oral and written communications skills and the ability to communicate effectively with all levels of the organization.
- Excellent interpersonal skills; must be able to work independently and interact effectively with all levels of the organization.
- Demonstrated work experience with publishing or graphics software used on this project and a publishing standard/process.
- Dependable attendance.
- U.S. Citizen or U.S. Person status.
This position is located at Tinker Air Force Base in Oklahoma and is fully in person.
