Overview
The Network Operations Center (NOC) Manager is responsible for managing a team and infrastructure in OU Health’s critical 24/7 environment. Strong management, communication and operational excellence are required to ensure continuous improvement of network, telecom and systems availability.
Essential Responsibilities- Develop, maintain, support, and optimize key functional areas, especially network and systems infrastructure and data center operability.
- Schedule and direct activities to resolve hardware, routing and software problems in a timely manner.
- Manage Incident Management, Problem Management, Monitoring Response, and reporting/metrics from system and network monitoring.
- Hire, oversee, organize and motivate all NOC team members.
- Ensure 24/7 network (voice and data) and system availability.
- Build, develop, and lead a team of technical NOC resources.
- Align processes and resources toward committed SLAs and KPIs.
- Communicate proactively about network and system health, impacts, executive escalations, and critical analyses to management and key stakeholders.
- Develop the problem management process to ensure long‑term performance and stability.
- Define processes and controls for on‑call support.
- Provide guidance to maintain highest possible availability and performance of network services.
- Establish and maintain key relationships with strategic suppliers such as Tierpoint, Cisco and Cox.
- Lead recovery team for network outages and prepare post‑mortem root‑cause analysis.
- Drive continuous improvement.
- Act as point of contact for NOC inquiries from senior leadership and other managers; consult and advise as necessary.
- Manage special projects and initiatives as assigned.
- Perform other duties as assigned.
Education: Bachelor’s degree required in Computer Science, Electrical Engineering, Telecommunication Engineering, Information Technology or related fields. Master’s degree preferred.
Experience: 10 years of related experience with 3–5 years of progressive leadership.
Licenses/Certifications: Ability to acquire within 12 months of hire or maintain at least one of the following certifications:
- Cisco Certified Network Associate (CCNA)
- Cisco Certified Networking Professional (CCNP)
- CompTIA Network+
- CompTIA Security+
- VMware Certified Technical Associate – Network Virtualization (VCTA‑NV)
- ISACA Certified Information Security Manager (CISM)
- IT Infrastructure Library Foundation Certification (ITIL 3.0)
