** Job Description
**** Position Summary
** Under the direction of the State Hazard Mitigation Officer (SHMO), this position is assigned responsibilities in the following areas: ensuring development and review of project applications for Hazard Mitigation programs; responsibilities in ensuring proper financial management and accounting for Hazard Mitigation programs; explaining the purposes and functions of mitigation and disaster recovery planning and program implementation; assists state and local officials with specific mitigation and disaster recovery planning and related problems and issues.
** Typical Functions
*** Responsible for administering project financial activities, including reimbursement eligibility, peer review of requests, and reconciliation of payments to ensure they comply with agency, state, and federal policies, regulations, and procedures.
* Develops, compiles, tabulates, analyzes, and interprets financial data from accounting documents and systems to assist administration of project and grant funds in coordination with program manager.
* Provides status updates to sub-grantees of project and grant schedule requirements, such as period of performance and project completion requirements in coordination with SHMO.
* Maintains the schedule of reporting for programs and assists SHMO in the preparation, reviewing and submitting of related budget, financial, and programmatic reports and associated documentation.
* Performs special projects as requested and may involve the financial and/or programmatic management of grants and contracts that require resolution of identified issues.
* Reviews and completes required elements of project applications in preparation of submitting to FEMA within Final date to receive applicationss.
* Provides technical assistance to local jurisdictions with project applications for funding, scope of work modifications, requests for information, budget amendments within FEMA and OEM HMA guidelines.
* Reviews and manages quarterly project reports as part of the project administration of Hazard Mitigation programs.
* Reviews and completes required elements of project applications in preparation of submitting to FEMA within Final date to receive applicationss.
* Provides technical assistance to local jurisdictions with project applications for funding, scope of work modifications, requests for information, budget amendments within FEMA and OEM guidelines.
* Reviews and manages quarterly project reports as part of the project administration of Hazard Mitigation programs.
* Provides status updates to sub-grantees of project and grant schedule requirements, such as period of performance and project completion requirements in coordination with the SHMO.
* Assists the SHMO in administering programs related to disaster recovery programs at the Joint Field Office and at the agency in accordance with state and federal standards.
* Initiates process improvement through identification and development of efficient methods for performing agency processes and responsibilities.
* Attends meetings, workshops, and provide programmatic assistance to sub-grantees and internal agency staff and divisions.
* Meets with local officials and groups to explain the purposes and functions of mitigation and disaster recovery planning and program implementation; assists state and local officials with specific mitigation and disaster recovery related problems and issues.
* Serves as Hazard Mitigation Planner with secondary duties involved in Individual Assistance and Public Assistance technical assistance plans.
* Supports the State Emergency Operations Center during times of activation.

** Knowledge, Skills, and Abilities
*** Experience with Microsoft Office suite (Word, Excel, Outlook, Teams, SharePoint, etc.), and or financial/ program management software.
* Knowledge of financial management practices and basic bookkeeping.
* Ability to communicate effectively verbally, electronically, and in writing with individuals, jurisdictions, and both internal and external stakeholders.
* Ability to analyze issues and resolve problems independently, utilizing multiple resources with minimal supervision.
* Ability to work effectively both independently and as part of a team, adapting to changing situations and requirements.
* Knowledge and experience in managing and complying with grant requirements as established in Local, State and Federal Regulations.
