Civil Project Manager
Job Description
The Civil Project Manager is responsible for developing code-compliant civil engineering design solutions for facilities and infrastructure projects, including pavements, foundations, drainage systems, roadways, parking lots, and airfield surfaces. This role supports planning, design, and construction efforts by producing specifications, cost estimates, and technical documentation while ensuring compliance with federal, state, and Department of Defense (DoD) standards.
Responsibilities
+ Provide code-compliant repair solutions for failing pavements, foundations, and drainage for facilities, runways/taxiways, and road infrastructure.
+ Develop and produce engineering specifications and cost estimates using specification guides, engineering handbooks, building construction cost data, manufacturers' publications, and engineering standards.
+ Review engineering plans and specifications to ensure compliance with federal and state regulations and design format adherence to applicable guidance.
+ Participate in the construction planning process by investigating proposed projects to obtain field data, checking existing facilities and utilities, and conceptualizing the scope of completed projects.
+ Produce, prioritize, pursue, and coordinate several projects concurrently.
+ Establish and maintain client relations and be involved with marketing, contractual commitments, design standards, and lead production meetings.
+ Conduct work sessions for deliverable development in conjunction with other staff, reviewing agencies, and project sponsors/stakeholders.
+ Coordinate staffing and workload through the entire project lifecycle and ensure completion of quality deliverables while managing the critical path schedule.
+ Track financial aspects of projects and coordinate and adjust work effort with the team to ensure work is completed within budget and schedule.
+ Actively lead and implement QA/QC procedures to ensure work is completed accurately and neatly.
Essential Skills
+ Strong knowledge of pavement systems (concrete & asphalt), earthwork, drainage, and site civil design.
+ Proven ability to apply IBC, NFPA Life Safety Code, Unified Facilities Criteria (UFC), and applicable federal/state regulations.
+ Experience in developing engineering specifications and cost estimates using industry handbooks, cost data, and manufacturer publications.
+ Ability to review plans and specifications for accuracy, constructability, and regulatory compliance.
+ Proficiency in producing sketches, layouts, and design inputs for construction drawings and cost estimates.
+ Expertise in civil engineering, design, AutoCAD, and Civil 3D.
Additional
Skills & Qualifications
+ Bachelor's degree in Engineering.
+ 10 years of related experience.
+ Minimum of 5 years of project management experience.
+ Understanding of existing conditions analysis (utilities, structures, site constraints).
+ Familiarity with airfield, roadway, and parking lot striping and layout standards.
+ Experience supporting infrastructure inspections (pavement, structural pavement, bridges).
+ Ability to interpret historical project data and apply lessons learned.
Work Environment
This position is based in a professional engineering office environment, which involves collaboration across civil, structural, and architectural disciplines. It involves a combination of office-based design work and limited site visits as required. The environment is structured and standards-driven, with clear quality and compliance expectations.

This is a Contract to Hire position based out of Oklahoma City, OK.
Pay and Benefits
The pay range for this position is $30.00 - $40.87/hr.
