On-site representation of the Owner(s), serving as the primary liaison with the general contractor, subcontractors, suppliers, and other on-site personnel. Monitor construction progress, safety conditions, and QA/QC program adherence. Ensure compliance with QA/QC requirements and promote communication between the construction team and the design team (EOR & subs).
Key Responsibilities- Participate in Pre-Construction Conference (normally chaired by the EOR PM)
- Prepare project communications plan
- Set guidelines for meetings and written communications
- Plan for various approvals and documentation
- Organize and conduct regular job progress status meetings
- Prepare and distribute agendas and conference notes
- Participate with GC personnel in QA/QC activities
- Review, certify, and file field testing reports (water pipe pressure testing, hydrostatic testing, gas pipe testing, low-pressure piping, concrete pre-pour documentation, 3rd party testing reports, and test monitoring)
- Take and file daily construction photos and document conditions not easily viewable later
- Review status of Building Permits and ensure required permits are obtained and inspections occur; verify permit close-out and Certificates of Occupancy where applicable
- Review and certify GC Pay Applications and earned value (SOV) for all items
- Validate work claimed as complete and resolve discrepancies with the GC
- Verify materials/equipment documentation for stored material claims and other deliverables
- Perform final checks of pay calculations and certify payments
- Review and certify Change Orders (COs) and Potential Change Orders (PCOs); assess validity and cost-effectiveness
- Review PCO and cost backup for completeness and accuracy; perform reasonableness checks
- Collaborate with Owner(s) to execute formal COs when agreed
- Assist in processing RFIs; monitor turnaround with EOR, GC, and Submittals
- Note and document construction issues and coordinate with GC, Owner(s), and EOR on solutions

QualificationsPreferred Qualifications
- BS in Civil Engineering with 10 years of experience
- At least 3 years of field construction experience
- OSHA 30-hour Training — Construction Safety and Health
- Experience working for a GC in a project engineer/CM role is a plus
- 3+ years in a construction supervisory role with degree, or 5+ years without
- All applicants must be able to complete pre-employment onboarding requirements (background check, drug screen, MVR, etc.) as required by law
Physical Demands:
- Lift and carry heavy items up to 50 pounds
- Stand, kneel, bend, stoop, move, and walk long distances in varied environments
- See and hear with or without correction; full range of motion and dexterity
- Handshake and handling of tools; repetitive movements
- Work at heights and in extreme temperatures; exposure to outdoors and construction hazards
