Location: Patterson

Personnel performing in this position are experienced and motivated configuration and data management (CM/DM) professionals supporting DoD Anti‑Tamper Executive Agent Field Program Office (ATEA FPO). They independently execute a range of configuration and data management duties described below.

Responsibilities
  • Provide support in the preparation and maintenance of Contract Data Requirement List (CDRL) for inclusion in RFPs, contracts, and contract modifications.
  • Review, develop, and update applicable program documentation for configuration/data management relevant requirements.
  • Maintain configuration status accounting databases and records to reflect the status of baseline documentation, primarily through the use of MEARS.
  • Support data reviews: integrate inputs from Program Office/IPT functionals into draft CDRLs, prepare data review documentation, participate in data reviews, draft data, review minutes, and follow up on action items.
  • Assist in planning and execution of Configuration Control Board (CCB) Business Management Boards (or equivalent), maintain change proposal files, and provide historical information.
  • Manage, review, develop, and update applicable program documentation for configuration and data management.
  • Accomplish CM/DM tasks necessary to support management operations functions within the ATEA FPO and provide an understanding of commercial CM standards and practices to support program office or higher‑level taskings.
  • Provide support to receive, log‑in, track, and maintain current status of contract data deliverables; assist with electronic and manual data management files; and provide associated historical information.
  • Participate in government reviews, meetings, and working groups as applicable and collaborate with government and industry teams on complex configuration management issues.
  • Assist in developing the CCB charter, preparing and conducting CCBs and Business Management Boards; maintain change proposal files and provide historical information.
  • Review program‑unique specifications (including system, development, and product specifications for hardware and software) for proper format, content, compliance with program requirements, and applicable standards; track requests through the appropriate government agencies.
  • Support the configuration control function: receive, disseminate, process, track, and dispose of ECPs, CCPs, Requests for Deviation/Waiver (RFD/RFW), Deficiency Reports (DRs), and Service Introductions; review change proposals for thoroughness, configuration, and data management impacts, and compliance with government requirements; make appropriate recommendations for government review and disposition.
  • Assistance to data users and requesters with selection and tailoring of Data Item Descriptions (DIDs), preparation of one‑time and standard DIDs, and filling out data management forms such as CDRL and Contractor Data Requirements Substantiation (AF Form 585); update and maintain data management files and associated DID files.
  • Provide support and expertise in organizing and issuing Data Calls in support of ATEA FPO programs and projects; draft Data Call letters for government review and release.
  • Apply knowledge of distribution statements and FAR/DFARS data rights clauses; evaluate impact of change proposals on data; monitor delivery and approval of contract technical data.
  • Provide research, analyses, studies, documentation, briefing development, and assistance in briefing delivery as required to support program office or higher‑level activities.
Qualifications and Education Requirements
  • Minimum of 10 years of relevant DoD work experience (years of experience may be waived with customer approval).
  • No less than three (3) years’ experience in a SAP and/or SCI environment within the last five (5) years (SAP/SCI experience may be waived with customer approval).
  • Possess a MA/MS/ME degree (Master’s degree may be waived with customer approval).
  • Possess an active Top Secret security clearance based on a Single Scope Background Investigation (SSBI/SBPR) (Active Secret with TS eligibility may be considered with customer approval).
  • Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.
  • Extensive experience with the use and management of files in MEARS.
  • Extensive knowledge of government policies, directives, standards, handbooks, pamphlets, and DoD‑adopted industry standards relating to CM/DM.
