Job Summary

The Safety Service Director, acting as the city’s chief administrator, provides executive level leadership, management, and direction to all departments that fall under the authority of the Mayor; reports directly to the Mayor; assists department heads and elected officials on various department issues and policies with specific duties outlined in Ohio Revised Code 735 (Service) and 737 (Safety), emphasizing overall city operations and service quality.

Functions of the Position
  • As the appointing authority for service and safety departments, the Safety Service Director plans, directs, and manages the following departments: police, fire, sanitary, storm sewer, street, engineering, water distribution, water/wastewater treatment plants, zoning, recreation, and city railroad operations; ensures city's compliance with federal and state regulations; responsible for traffic regulations of the city; responsible for all personnel matters for all city employees.
  • Develops city policies and procedures and oversees the implementation process; confers with the Mayor in planning long-range objectives and short-term goals; assists with capital improvement plans; secures financing for capital improvement projects.
  • Conducts staff meetings and encourages department heads in self-development in their field of work; assists department heads in resolving operating and personnel-related problems and concerns; evaluates departmental performance levels and recommends areas for improvement.
  • Prepares various reports reflecting status of work projects, organizational problems, and other subject matter.
  • Serves as contracting authority for all departments; receives and reviews contract bids on jobs and materials and furnishes specifications; enters into contracts for city sales and purchases.
  • Participates in negotiating and administering labor union contracts.
  • Attends city council meetings to provide input and maintain current knowledge of council decisions and ordinances; presents various reports to council as necessary; attends professional meetings.
  • Speaks before city groups, public organizations and others regarding city government, structure, organization and issues; represents the city at local, state and federal level.
  • Investigates complaints submitted by the general public and resolves complaints as appropriate.
  • Supervises budget and appropriation preparation process; ensures city departments comply with approved budgetary limitations and approvals; manages grant funds; oversees and monitors financial aspects of all city departments.
  • Including but not limited to: completion of post‑secondary education in business management, public administration, city government, or relevant field and a minimum of five (5) years’ management experience as well as sufficient knowledge of the day‑to‑day operations of a city in Ohio, including Home Rule Authority; or an equivalent combination of education, training and/or experience to meet the essential functions of the position.

    Must possess and maintain a valid Ohio driver’s license, and must maintain insurability under the City’s vehicle insurance policy.
