Position: FINANCIAL SPECIALIST with Security Clearance
Location: Wright-Patterson AFB

Duties
* Serves as the financial plans and program analyst for NASIC/GXF & GXK. Plans, develops, executes, and manages funding and program control functions as defined in AFI 99-114.
* Identifies external funding sources, accomplishes acquisition and exploitation related financial planning and prepares, consolidates, and submits related documents as required.
* Performs other assigned duties as directed, within NASIC's FMP and GXK roles and responsibilities. Conducts contract management techniques for GXK and FME support contracts. Requirements Conditions of employment

* Work may occasionally require travel away from the normal duty station by military or commercial aircraft in the performance of temporary duty.
* Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting. Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE

REQUIRED:

Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:
Knowledge of program management techniques, to include requirements, acquisition, exploitation and sustainment (both organic and contractual), management concepts, funding procedures, and cost, schedule, and performances evaluation methodology.

Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE,

SKILLS AND ABILITIES

(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of program management techniques, to include requirements, acquisition, exploitation and sustainment (both organic and contractual), management concepts, funding procedures, and cost, schedule, and performances evaluation methodology.
* Knowledge of a wide range of concepts, principles, and policies in technical intelligence processes, requirement formulation, validation, and acquisition/exploitation techniques, as well as knowledge of the organizational responsibilities of the various elements of NASIC required to effectively generate acquisition requirements and Office of the Secretary of Defense (OSD) funding packages.
* Knowledge of NASIC, USAF, and DoD financial management policies, practices, and procedures including programming, budgeting, and contracting, and receiving and processing funds from multiple funding streams.
* Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization.
* Knowledge of federal contracting and procurement regulations, procedures, and practices; and the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.
* Skill in and ability to prepare written and oral communication to express oneself and clearly communicate policies, processes, and procedures, and to make written and oral presentations to NASIC, Air Force, and DoD management. Conditions of Employment Continued:
* This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-11 0 1. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.
