Position: Property Maintenance / Technician II
Location: Grandview Heights

Under the direction of the Director of Building and Zoning, is responsible for enforcing the City’s residential and non-residential zoning and property maintenance codes/standards. Enforcement includes, but is not limited to performing site building and/or property maintenance inspections, Board of Zoning Appeals & Planning Commission case reviews with documentation of results/findings. Performs all functions as related to zoning, property maintenance, scheduling, office process functions and other related duties as required.

The following duties are not intended to serve as a comprehensive list of all duties performed by employees in this classification, only a representative summary of the primary duties and responsibilities.

  • Apply, interpret and understand basic zoning and property maintenance standards and zoning codes, maps, legal descriptions, Grandview Heights City ordinances and property maintenance codes.
  • Perform, schedule and document field inspections for conformance to zoning and property maintenance codes.
  • Issue notices to comply with violations; maintain records of history of facts for possible legal actions.
  • Initiate summons to Court; testify in court, as needed.
  • Confer and interact positively with architects, contractors, builders, consultant staff, developers, boards, commissions, City Council, City personnel and administration, residents and the general public in the field and office
  • Explain and interpret zoning and property maintenance requirements and restrictions
  • Attend and participate in meetings; stay abreast of new trends and innovations in the fields relating to zoning code and property maintenance code enforcement.
EDUCATION AND EXPERIENCE
  • Possession of a high school diploma or equivalent
  • Minimum of two (2) years’ experience working with property maintenance and zoning codes
  • ICC Property Maintenance certification -- to be secured within 12 months of hire
  • Proven track record of achieving code compliance from contractors and homeowners
  • Possession of a valid state of Ohio motor vehicle operator’s license.
QUALIFICATIONS

Knowledge of:

  • Property maintenance and zoning laws
  • Applicable general offenses of the city
  • ICC Property Maintenance standards (certification to be secured within 12 months of hire)

Skill in

  • Reading and interpreting adopted codes, technical manuals,
  • Microsoft Office (Excel, Word, Outlook), and Microsoft Access

Ability to:

  • Write and speak effectively
  • Develop and maintain effective working relations with contractors, architects, property owners, associates, and city officials
  • Maintain records and prepare reports
  • Perform code research and recommend changes
  • Be highly organized and possess the flexibility to adjust to changing workload volume and types
  • Manage a wide range of duties in a timely and effective manner, including coordination with other City Departments.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT
  • The essential functions of this position require employee to perform work in an office environment and at construction sites within the community.
  • In order to conduct investigations and inspections, must be able to operate a motor vehicle and negotiate ladders and stairs.
  • Exposure to occasional inclement weather; normal transportation and construction activity, such as high noise levels; moving vehicles; machines; dust; mud
  • Must be able to safely traverse construction site hazards such as exposed or potentially unsecured walkways and platforms.
  • May wear protective clothing and equipment such as helmet, gloves, goggles and safety shoes.
  • Work requires some exertion such as climbing, walking over rough surfaces and loose materials, crouching, bending, stooping and reaching.
  • Requires occasional lifting of light to moderately heavy items (up to 50 lbs).
