Salary Range: $250,000 DOE

The Opportunity

Odessa Memorial Healthcare Center is a rural hospital with deep roots in its community and a strong commitment to care. We are currently looking for a CEO who can provide the leadership, direction, and guidance necessary to take the organization into the future. This role is ideal for a leader who believes in rural healthcare and understands the realities of small hospitals and rural communities.

About

the Role

The CEO, statutorily titled Superintendent, serves at the direction of the elected Board of Commissioners and is responsible for the overall operations, strategy, financial health, quality outcomes, and community relationships of the Hospital District.

This role requires managerial excellence, decisiveness, and solid communication skills. You will lead the way while working in close partnership with the Board, medical staff, leadership team, and community stakeholders.

The CEO is accountable for clinical quality, patient and employee experience, regulatory compliance, financial stewardship, and long‑term sustainability of the organization.

Who You Are

You are a seasoned rural healthcare leader who understands the intricacies of Critical Access Hospitals and Rural Health Clinics. You have experienced and led organizations through challenges and know how to stabilize operations, rebuild trust, and create forward momentum.

Required Qualifications
  • Masters Degree in Healthcare Administration, Public Administration, or Business Administration, highly preferred
  • Bachelors Degree considered with significant hospital executive leadership experience and strong board references
  • Five or more years of executive leadership experience as a CEO, COO, or CFO in a hospital or comparable healthcare organization
  • Required prior experience in a Critical Access Hospital or Rural Health Clinic
  • Demonstrated experience overseeing clinical quality, patient safety, operations, finance, governance, and compliance
  • Strong working knowledge of federal and state healthcare regulations, accreditation, and conditions of participation
  • Proven ability to work closely with Boards, medical staff, leadership teams, and community stakeholders
  • Ability to meet all employment requirements under District policy
Key Responsibilities Governance and Board Partnership
  • Serve as the primary liaison to the Board of Commissioners
  • Execute Board‑approved strategy, policies, and goals
  • Provide transparent and regular reporting on operations, finance, quality, and risk
Leadership and Operations
  • Lead, support, and develop the senior leadership team
  • Oversee hospital operations, workforce strategy, and organizational culture
  • Model accountability, integrity, and collaboration
Financial Stewardship
  • Partner with leadership to develop, manage, and monitor budgets and financial performance
  • Identify opportunities for revenue optimization, cost containment, grants, and partnerships
  • Ensure strong financial controls, reporting, and fiscal responsibility across the organization
Quality, Safety, and Compliance
  • Promote a culture of patient safety, quality improvement, and regulatory compliance
  • Ensure accreditation and adherence to applicable healthcare laws and standards
  • Always protect patient privacy and confidentiality
Community Engagement
  • Serve as a visible and trusted leader within the community
  • Build strong relationships with providers, partners, and regional stakeholders
  • Advocate for rural healthcare needs at the local, state, and national levels
