Overview

We are seeking an experienced, visionary leader to serve as our Transportation Planning and Development Director. This director level role is responsible for shaping long‑range mobility strategies, guiding major infrastructure initiatives, and ensuring that our transportation network supports safe, efficient, and sustainable growth. The ideal candidate brings a blend of strategic planning expertise, strong leadership skills, and a commitment to building a transportation system that enhances quality of life for all residents.

Duties
  • Directs the coordination of district‑wide project planning and oversees project development and design, preparation of construction plans and production of right‑of‑way maps.
  • Directs implementation of an action plan for all project planning in the district and participates in the preparation of the Unified Transportation Plan and development of the Transportation Improvement Program.
  • Coordinates the preparation of the district Annual Letting Plan, the summary reports of contract letting schedules and the planning status for all district projects.
  • Oversees advance planning programs and all design and plan preparation for the district.
  • Oversees coordination with Regional Mobility Authority or local Metropolitan Planning Organizations to develop annual work program and long‑range and short‑range transportation plans.
  • Participates in development of budgets and monitors expenditures.
  • Represents the district at state and local levels and advises local officials and the public concerning proposed project development.
  • May oversee district operation in the absence of the District Engineer and Deputy District Engineer.
  • Performs other job responsibilities as assigned.
Minimum Qualifications
  • Education:

    Bachelor’s Degree in engineering or related science accepted by TX PELS. A higher degree is preferred.
  • Experience:

    7 years of transportation engineering, planning, design, and ROW acquisition (full‑time or prorated part‑time equivalent). Related graduate‑level education may substitute for experience on a year‑per‑year basis. Must have at least three (3) years of supervisory/managerial experience, or project leader/lead worker experience may substitute.
  • Licenses and

    Certifications:
    • Valid driver’s license.
    • Licensed Professional Engineer (P.E.).
    • Professional engineers licensed in another state must obtain a Texas P.E. license within six (6) months of hire.
Preferred Qualifications
  • Extensive knowledge of applicable engineering workstations and applications for planning and design activities.
  • Considerable knowledge of applicable plans, specifications, estimates preparations, review, processing and compliance requirements; applicable laws, rules and regulations.
  • Expert skill in public relations, maintaining effective working relationships with individuals and groups, internal and external; applying engineering principles, practices and methods in job responsibilities.
  • Proficient skill in planning methods, techniques and strategies; planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees.
  • Manages financial and personnel resources to achieve individual and organizational goals.
Physical Requirements and Working Conditions
  • Sedentary work:
    Lift up to 10 lbs at a time and occasionally carry files/small tools.
  • Light work:
    Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs.
  • Standing: prolonged periods of time.
  • Repetitive motion: substantial movements of the wrists, hands and/or fingers.
  • Close visual acuity: work includes data/figures; view a computer screen; extensive reading.

  • Must pass a drug test prior to employment for safety‑impact positions and will be subject to random drug testing.
