The City of Odessa is seeking a dedicated and ambitious Assistant City Attorney to join our team. This position is ideal for attorneys at the start of their careers or with a few years of experience who are eager to expand their knowledge of municipal law. You will take on meaningful responsibilities from day one - advising City staff on legal and compliance issues, and drafting ordinances, resolutions, and contracts that directly shape City operations.
This role provides an excellent foundation for attorneys seeking to grow in both litigation and advisory work while making a lasting impact on the community.
- Advises City staff and elected and appointed City Officials in all areas of municipal law;
- Research the Texas Public Information Act (Open Records), review responsive documents, provide legal analysis and advice and draft correspondence to the Texas Attorney General in response to public information requests;
- Draft and review ordinances, resolutions, contracts, agreements, deeds, leases, franchises, and other legal instruments;
- Represent the State as Prosecuting Attorney in Municipal Court as the need arises;
- Interpret laws, administrative decisions, executive orders, rulings and regulations to ensure compliance with, and enforcement of, laws and ordinances;
- Advise and assist in code enforcement and animal control matters and advise City staff in the enforcement of city regulations;
- Draft and review ordinances, resolutions, contracts, agreements, deeds, leases, franchises and other legal instruments;
- Prepare and review economic development agreements and other economic development incentive agreements; and
- Perform other duties as assigned.
Juris Doctorate (JD) degree and active membership with the State Bar of Texas, or the ability to obtain licensure within a reasonable transition period.
