Human Resources Manager

Description

A well-established construction and field services company in Oceanside is hiring an HR Manager to lead and oversee all human resources functions. This role is both strategic and operational, requiring hands-on leadership, strong compliance knowledge, and the ability to support a diverse workforce that includes field and office staff. The HR Manager will serve as a trusted advisor to leadership and a resource to employees.

Key Responsibilities

+ Oversee all HR operations including recruitment, employee relations, compliance, and benefits

+ Develop and implement HR policies, procedures, and best practices

+ Ensure compliance with California labor laws and industry regulations

+ Lead performance management and employee development initiatives

+ Manage investigations, disciplinary actions, and conflict resolution

+ Partner with leadership on workforce planning and organizational growth

+ Oversee HR reporting, audits, and documentation

+ Support safety programs and training initiatives

Requirements

+ Bachelor's degree in Human Resources, Business, or related field

+ 5+ years of progressive HR experience, including management

+ Strong knowledge of CA labor laws and construction workforce practices

+ Proven leadership and decision-making skills

+ Excellent communication, coaching, and problem-solving abilities

+ SHRM or PHR certification preferred
