Position SummaryThe Program Director / Administrator provides executive-level leadership and oversight for all aspects of program operations. This role is responsible for administrative and office management, clinical and therapeutic services, case management, licensing and accreditation compliance, insurance and billing functions, and overall operational performance. The Program Director/Administrator ensures the program meets regulatory, clinical, and organizational objectives while maintaining the highest standards of care.
Key Responsibilities- Provide leadership and oversight for all administrative, clinical, and operational functions
- Ensure compliance with state licensing, accreditation standards, and regulatory requirements
- Oversee clinical programming, therapeutic services, and case management operations
- Monitor program performance, outcomes, and quality improvement initiatives
- Manage insurance, billing, and utilization processes in collaboration with finance teams
- Supervise, support, and develop multidisciplinary staff and leadership team members
- Ensure policies, procedures, and best practices are implemented and followed
- Serve as a primary point of contact for regulatory agencies, auditors, and external partners
- Foster a positive, collaborative, and accountable workplace culture
- Salary Range: $68,000– $80,000 per year

- The Administrator of a certified Transitional Residential Treatment Program shall have the following qualifications prior to employment:

Psychology, Social Work, Sociology
- Subject areas:
- A Bachelor’s Degree in Psychology, Social Work or any other major which includes at least 24 semester units in one or more subject areas.
- One (1) year of full-time work experience in a community program that serves clients who have a mental illness. Such experience must be in the direct provision of services to clients, of which four (4) months must be in a position of supervising direct care staff.
- As an alternative to the Bachelor’s Degree and experience required, a total of three years of experience in providing direct services in the community to persons with mental illness, of which six (6) months must be in a position of supervising direct care staff, and graduation from high school or possession of a GED may be substituted.
- One year of full-time work experience in a management or administrative position.
- Completion, with a passing grade, of 15 college or continuing education semester or equivalent quarter units, of which 9 units shall be in administration and/or management.
- Three years of full-time work experience in a management or administrative position may be substituted to meet the requirements above.
- Attainment of at least 18 years of age.
- Knowledge of the requirements for providing the type of care and supervision needed by clients, including the ability to communicate with such clients.
- Knowledge of and ability to comply with applicable law and regulation.
- Ability to maintain, or supervise the maintenance of, financial and other records.
- Ability to direct the work of others, when applicable.
- Ability to establish the facility's policy, program and budget. Ability to recruit, employ, train, and evaluate qualified staff, and to terminate employment of staff, if applicable to…
