Job Ad

The GRU‑FINANCE department is responsible for sub‑professional independent or lead accounting work, including administration of contracts, preparation and monitoring of department budgets, training, development and coordination of support staff, preparation of fiscal reports, and maintenance of complex financial records.

Nature of Work

Responsible sub‑professional independent or lead accounting work involving administration of contracts, preparation and monitoring of department budgets, training, development and coordination of support staff, preparation of fiscal reports, and/or maintenance of complex financial records.

Classification Standards

Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from higher classes by its lack of management responsibility and from lower classes by its performance of lead account clerical responsibilities and/or emphasis on application of greater independent judgment and discretion to fiscal tracking and reporting.

Minimum Requirements

Graduation from high school or possession of an acceptable equivalency diploma, and five years experience in bookkeeping or accounting, including two years in municipal finance performing difficult clerical and sub‑professional accounting duties, or an equivalent combination of training and experience which provides the required knowledge, ability and skills.

Preferred Qualifications
  • Experience in tracking and reconciling daily bank and accounting detail.
  • Tracking billing statistics.
  • Updating and reconciling cash balances and flow.
  • Creating journal entries.
  • Passing score on typing, Word and Excel tests.

Job Description

Essential Job Functions

  • Prepares, monitors, verifies, and balances budget.
  • Analyzes quotes, reviews, and administers departmental contracts.
  • Performs technical bookkeeping work, including journal entries to update the general ledger.
  • Interacts with vendor representatives and handles complaint issues.
  • Serves as the departmental resource for procurement of needed services, supplies, materials and equipment.
  • Processes, reconciles travel, performs travel audits and ensures compliance with city policies and procedures.
  • Trains city employees on compliance with policies and procedures.
  • Compiles and prepares varied complex financial reports for supervisor, internal use and/or local and state agencies.
  • Attends work on a continual and regular basis.

Selection Factors

  • Thorough knowledge of financial operations and bookkeeping principles and standard office terminology, procedures, routines, and equipment.
  • Thorough knowledge of city budgeting process.
  • Thorough knowledge of administration of grants.
  • Thorough knowledge of the city’s ordinances, policies, systems and procedures governing its financial administration.
  • Thorough knowledge of accounting principles and procedures, and application to accounting functions.
  • Thorough knowledge of accounts payable and receivable, banking practices and general accounting procedures.
  • Thorough knowledge of rules and regulations of keeping accounting records.
  • Knowledge of computers and relevant software.
  • Knowledge of business English and arithmetic.
  • Ability to apply accounting principles to computerized maintenance of financial and accounting transactions.
  • Ability to make mathematical calculations with reasonable speed and accuracy.
  • Ability to work effectively with co‑workers and the general public.
  • Ability to analyze, evaluate, and correct complex accounting problems.
  • Ability to perform front‑end editing of financial data.
  • Ability to operate office machines.
  • Ability to supervise the work of others.
  • Ability to communicate effectively, both orally and in writing.
