POSITION: Senior Facility Operations Manager
DEPARTMENT: Administration
LOCATION: Native American Health Center, Inc. (NAHC), East Bay Sites: 2920, 2950, 3001, 3124 International Blvd., Oakland, CA
REPORTS TO: Chief Administrative Officer
HOURS: Full Time, 40 hours per week, 100% FTE, evenings and weekends as needed
STATUS: Non-Union, Exempt
POSITION SUMMARY: The Senior Facility Operations Manager (SFOM) manages the maintenance, safety, and operational efficiency of NAHC Oakland’s health clinic facilities. This role ensures compliance with healthcare regulations, manages building systems (HVAC, plumbing, electrical), oversees janitorial and security services, and implements preventative maintenance programs. The SFOM collaborates with clinical and administrative leadership to support patient care through effective space planning, renovation projects, and emergency preparedness.
The SFOM will directly supervise the Oakland Site Operations Managers, Facilities Manager and Maintenance Worker. NAHC is accredited by AAAHC and CODA.
- Oversee facilities and maintenance staff, ensuring a clean and safe environment in accordance with clinic standards. Directs training of managers and employees in maintenance, service and safety standards, and local laws and regulations.
- Monitor daily building operations of all systems (mechanical, electrical, plumbing, HVAC, safety, waste management) to ensure reliability. Regularly visit NAHC East Bay sites to monitor compliance and operational efficiency.
- Provide oversight of building security, supervise security personnel, and coordinate with the security company to ensure service delivery meets NAHC standards.
- Track and manage work orders by leading regular meetings with the Facilities Manager and Maintenance Worker, delegating tasks, scheduling work orders, and monitoring through completion.
- Schedule and oversee external contractors and vendor projects (electricians, plumbers, roofers, painters, landscapers, etc.) and maintain vendor relations to facilitate prompt issue resolution.
- Manage facility and maintenance projects in coordination with appropriate staff.
- Oversee proactive maintenance planning (painting, parking lot, roof, HVAC, carpet cleaning, floor care) and recommend improvements to facilities infrastructure and systems.
- Oversee facilities operations budget; procure and analyze inventories, supplies, equipment, project estimates, and maintenance expenditures.
- Respond to facilities-related emergencies outside regular hours (evenings and weekends) as needed.
- Property and tenants:
Serve as a liaison between residential Property Managers and NAHC for property-related issues and establish proactive communication systems for ongoing maintenance and construction issues. - Compliance and risk management:
Administer East Bay site safety and compliance standards, work with Compliance staff to meet regulatory requirements; oversee hazardous waste management procedures. - Ensure East Bay Site Emergency Disaster Response and Safety Programs are implemented and sustained with guidance from compliance staff.
- Coordinate safety trainings, drills, and site walkthroughs with the Compliance Associate and Site Operations Managers to promote a culture of safety and preparedness.
- Ensure annual site inspections, corrective action lists, and quarterly walk-throughs with follow-up actions as needed.
- Collaborate with Directors and Safety Committee to track and close out facility-related Unusual Occurrences.
- Participate in Quality Control initiatives and internal quality improvement teams as assigned.
- Quality Improvement:
Drive quality improvement initiatives in accordance with mission, goals, laws, regulations, and accreditation standards when assigned. - Human Resources:
Resolve staffing issues, hire, discipline, evaluate, and terminate staff in coordination with HR; lead and retain staff; act as site HR liaison; support onboarding activities as needed; demonstrate cooperative behavior with staff and stakeholders. - Member Care and Employee Safety:
Apply safety policies to ensure safe member practices; follow protective protocols; maintain ergonomic safety standards. - HIPAA:
Maintain PHI confidentiality and comply with HIPAA policies; report unauthorized disclosures immediately. - Other duties as assigned by Supervisor.
