Over the past 40 years the International Rescue Committee has made a powerful impact in Northern California by resettling nearly 60,000 refugees across our four offices. Originally focused on reception and placement in Oakland, we now provide a range of services including resettlement and economic empowerment services, immigration, community gardening and case management for victims of trafficking. Our Economic Empowerment programming connects individuals to employment and asset‑building opportunities to lead them down the path of self‑sufficiency.

Job SummaryThe Employer Engagement Supervisor will lead Oakland’s Employer Engagement team within the Economic Empowerment department. The Employer Engagement Supervisor will oversee and take ownership of all aspects of IRC’s work identifying, creating, and sustaining quality job opportunities for program participants. They will design and implement systems and strategies to develop, maintain, and strengthen relationships with employers and industry groups, successfully place clients into jobs and internships, develop MoUs, On‑the‑Job Training Master Agreements and Worksite Agreements, and provide ongoing retention services and support to both employers and clients.
In addition to leading partnership development efforts and supporting IRC jobseekers directly, the Employer Engagement Supervisor will set goals and measure progress toward outcomes in collaboration with the Economic Empowerment Manager. This position reports to the Economic Empowerment Manager and will directly supervise a team of 2–3.
- Lead the development and cultivation of partnerships with area employers in order to identify appropriate employment opportunities for clients.
- Partner with employers to develop workplace‑based training opportunities for IRC clients, develop Master Agreements, Worksite Agreements and MoUs.
- Develop and maintain relationships with key stakeholders including trade groups, industry associations, labor unions, chambers of commerce, and local workforce boards.
- Supervise and coordinate office‑wide provision of individual and group job readiness training and employment services for participants.
- Develop and implement a strategy and workplan to educate employers on the merits of hiring refugees and immigrants and relevant right‑to‑work documentation.
- Monitor job performance, wage level, and employer/employee satisfaction.
- Achieve monthly, quarterly, and annual job placement and partnership development goals.
- Act as a liaison between IRC, employers, clients, and community partners.
- Represent IRC Oakland at relevant job development opportunities such as job fairs, community events, job site tours, etc.
