Department Overview
The Building & Administrative Services Center (BASC) provides a high-level of client service to the UC Office of the President through the strategic management of UCOP's building portfolio and all related operational activities. Key services include managing UCOP owned, leased and affiliated properties, capital projects, facilities maintenance, space management, event management, sustainability programs and initiatives, and administrative services (mail, moving, parking, etc.).
The department also leads UCOP business continuity and emergency operations planning and coordination with other UCOP units.
Position Summary
Under the direction of the Senior Director of BASC, the Environmental Health and Safety Risk Manager develops, implements, and manages UCOP's Business Continuity, Emergency Management, and EH&S programs to ensure compliance with federal, state, and University regulations. The role focuses on business continuity planning (80% of responsibilities), emergency response, fire safety compliance, hazard mitigation, and EH&S compliance across all UCOP locations.
The manager serves in UCOP's Emergency Operations Center (EOC) and coordinates with internal and external agencies to maintain readiness for natural disasters, active shooter incidents, power outages, fires, and other emergencies.
Key Responsibilities
50% Business Continuity Planning and Resilience Strategy
Develop, manage, and continuously improve UCOP's business continuity and operational resilience framework. Lead the development of departmental and enterprise-wide Business Continuity Plans (BCPs), assess risks, and create performance metrics. Serve as Continuity Administrator in UC Ready, coordinate with UCOP IT on disaster recovery policies, conduct risk assessments, and lead training, drills, and exercises. Maintain operational readiness of the Emergency Operations Center (EOC) and conduct after-action reviews.
30% Business Continuity Planning & Resilience Key Deliverables
- Identify operational vulnerabilities and mitigation strategies for essential business functions.
- Develop and maintain site‑specific Emergency Operations Plans (EOPs) for Oakland, Sacramento, Riverside, and Washington, DC.
- Ensure Cal/OSHA compliance for evacuation planning, including procedures for individuals with disabilities.
- Conduct Hazard Vulnerability Assessments (HVAs) to prioritize risks.
- Develop hazard‑specific annexes and functional response plans for high‑ranking hazards.
- Create and maintain a comprehensive training and exercise plan, tracking corrective actions and implementation.
- Promote staff awareness of evacuation procedures and individual preparedness.
10% Environmental Health & Safety (EH&S) Compliance and Risk Mitigation
Oversee EH&S policies, ensuring alignment with OSHA, Cal/OSHA, the IPM Policy, and state regulations. Conduct inspections and risk assessments, manage fire and life safety programs, hazardous materials handling, and employee safety training. Coordinate with HR, Facilities, and external agencies to enforce safety protocols, workplace violence programs, and occupational health measures. Maintain compliance documentation, program rosters, and data integration with sustainability metrics.
5% EH&S Compliance & Risk Mitigation Deliverables
- Identify and mitigate risks across UCOP locations.
- Maintain training records for emergency response and safety programs.
- Document and analyze workplace safety incidents and corrective actions.
- Evaluate security and access control systems, including keycard access and CCTV.
- Ensure Integrated Pest Management (IPM) compliance and report adherence.
- Oversee vendor and contract compliance for facility safety.
5% Performs other duties as assigned and complies with all policies and standards.
Experience
Minimum of 8 years overseeing business continuity planning, emergency management, or EH&S responsibilities, with a focus on regulatory compliance and data‑driven decision making.
