THE OPPORTUNITY
Under the general direction of the Deputy Executive Director of Projects, the Director of Programming and Project Controls will plan, organize, manage, and provide administrative direction and oversight for all activities of the Programming and Project Controls Department; coordinate assigned projects, programs, and activities with other Alameda CTC staff, local agencies, regional transportation agencies, and state and federal agencies; provide complex staff assistance to the Deputy Executive Director of Projects in areas of expertise;
and perform related work as required.
Alameda County is the geographic center of the San Francisco Bay Area, located east of the San Francisco Bay, extending to Livermore in the East and from Albany in the North to Fremont in the South. Alameda County encompasses 821 square miles of land and has a population in excess of 1.6 million, making it the second most populated county in the Bay Area.
THEORGANIZATION
Alameda CTC is a joint powers authority that plans, funds and delivers transportation programs and projects that expand access and improve mobility in Alameda County. Alameda CTC was created by the merger of the Alameda County Congestion Management Agency and the Alameda County Transportation Improvement Authority to allow for better coordination of transportation planning and programming within the County, as well as position Alameda County jurisdictions and transit agencies to better compete for limited state and federal transportation dollars.

THE IDEAL CANDIDATE WILL HAVE:- Knowledge of administrative principles and practices, including goal setting, program development, implementation and evaluation, and supervision of staff.
- Knowledge of principles and practices of funding transportation projects and programs and delivering a program including federal, state, regional, and local transportation funding guidelines and requirements.
- Ability to communicate high-level concepts regarding transportation programming and project controls issues, and effectively communicate, both orally and in writing, to elected officials, fellow staff, and members of the public.
- Knowledge of principles and practices of public administration and project/program management, including funding, budgeting, cost estimating, programming, contract management, project staff and consultant supervision, implementation, and evaluation.
- Knowledge of applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
- Ability to develop, plan, coordinate, and implement programming and project control activities suited to the needs of the community and Alameda CTC.
- Ability to manage large, complex, and multi-disciplinary projects, programs, studies, and initiatives.
- Ability to conduct complex programming and project control studies, investigations, and analyses, evaluate alternatives, make strategic and sound recommendations, and prepare effective technical reports and oral presentations.
ESSENTIAL RESPONSIBILITIES:
- Leads the strategic development, implementation, and evaluation of programs, projects, and daily activities of the Programming and Project Controls workplan within the Projects and Programming Department.
- Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for assigned programs.
