Environmental Health and Safety Risk Manager

Position Summary

Under the direction of the Senior Director of the Building and Administrative Service Center (BASC), the Environmental Health and Safety Risk Manager will develop, implement, and manage UCOP’s Business Continuity, Emergency Management, and Environmental Health & Safety (EH&S) programs. The role ensures compliance with federal, state, and university regulations, strengthens emergency preparedness and business continuity planning—interpreted as approximately 80% of the role’s focus—, leads risk mitigation initiatives across all UCOP locations, and supports the UCOP Emergency Operations Center (EOC) during activations.

Key Responsibilities 50% Business Continuity Planning and Resilience Strategy
  • Develop, manage, and continuously improve UCOP’s business continuity and operational resilience framework.
  • Lead the creation of Business Continuity Plans (BCPs), ensuring alignment with NFPA 1660 and UC risk management protocols.
  • Conduct risk assessments & vulnerability analyses of critical functions and develop mitigation strategies.
  • Serve as the Continuity Administrator in UC Ready, training departments to maintain continuity plans.
  • Coordinate with IT for systemwide Disaster Recovery policies and maintain EOC readiness.
  • Lead training, drills, and after‑action reviews to enhance preparedness.
30% Business Continuity Planning & Resilience Key Deliverables
  • Identify and mitigate operational vulnerabilities; produce updated continuity strategies for essential business functions.
  • Develop and maintain site‑specific EOPs for Oakland, Sacramento, Riverside, and Washington, DC.
  • Ensure Cal/OSHA compliance for evacuation planning, including plans for individuals with disabilities.
  • Conduct Hazard Vulnerability Assessments (HVAs) and develop hazard‑specific annexes.
  • Maintain comprehensive training and exercise plans, tracking corrective actions.
10% Environmental Health & Safety (EH&S) Compliance and Risk Mitigation
  • Oversee implementation of EH&S policies and procedures, ensuring compliance with OSHA, Cal/OSHA, and the Integrated Pest Management (IPM) Policy.
  • Administer chemical management, hazardous waste, and occupational health programs across all UCOP facilities.
  • Conduct facility inspections and risk assessments, leading hazard mitigation actions.
  • Manage fire and life safety programs, enforce State Fire Marshal requirements, and maintain compliance with Cal/OSHA.
  • Develop safety training programs, including emergency procedures, fire safety, hazardous material handling, CPR, AED, and infection control.
  • Handle employee safety coordinator program and maintain access control and surveillance systems.
  • Monitor sustainability metrics such as fuel usage, refrigerant emissions, and waste management.
5% EH&S Compliance & Risk Mitigation Deliverables
  • Maintain fire safety, hazardous materials, and life safety system inspections.
  • Track training records, incident reports, and corrective actions.
  • Evaluate security & access control systems with the safety/security department.
  • Document Integrated Pest Management (IPM) compliance and vendor contract compliance.
5% Performs other duties as assigned
  • Supports additional tasks and complies with all policies and standards.
Experience

Minimum of 8 years overseeing business continuity planning and/or emergency management, and/or EH&S responsibilities, ensuring regulatory compliance and operational efficiency.

Skills and Abilities
  • Knowledge of emergency management, business continuity planning, and regulatory compliance.
  • Advanced interpersonal skills, customer service orientation, active listening, and effective team leadership.

Preferred Qualifications

  • Advanced critical thinking and analytical problem‑solving skills.
  • Ability to develop course materials and deliver content to diverse populations; conduct simulated drills and exercises.
  • Familiarity with security and fire & life safety systems.
Education

Bachelor’s degree in a related area and/or equivalent experience/training.

Licenses and Certifications

Relevant professional certification preferred.

Travel Requirements

15% In‑/Out‑of‑state travel.
