DEPARTMENT OVERVIEW

The Systemwide Office of Civil Rights (SOCR) under the leadership of the Executive Director provides direction and support for the university's 10 campuses and the Lawrence Berkeley National Laboratory (LBNL), as well as the Office of the President. SOCR assists in developing and implementing systemwide initiatives, policies, procedures, guidance and best practices to proactively prevent and respond to reports of discrimination, including harassment.

In certain circumstances, SOCR provides investigative support, as well as develops and delivers education and training programs to campus civil rights offices and other university partners involved in preventing and responding to all forms of discrimination, harassment, and related retaliation based on protected categories (e.g., race, ethnicity, disability, sex, etc.). SOCR also is the policy owner for the systemwide Sexual Violence and Sexual Harassment Policy and Anti-Discrimination Policy and manages systemwide training with respect to those policies as well as the systemwide database of record for reports under those policies.

Reporting to SOCR leadership, the SOCR Data Systems manager position applies data systems knowledge to coordinate with local UCOP informational technology professionals and vendor developers to manage the technical details of SOCR's critical systemwide case management system, including with respect to both the Sexual Violence and Harassment Policy (including Title IX/Title VII) and the Anti-Discrimination Policy (including Title VI/Title VII), in partnership with the SOCR Data and Analytics Manager.

Additionally, by gaining familiarity with the data in the management of the system, this position will identify professional concepts to provide project management related to system changes, maintenance, and improvements. In addition, this position will coordinate with each location's campus Title IX/Local Implementation/Civil Rights offices to understand information requirements and identify and report on trends and patterns systemwide in this priority civil rights issue areas.

The SOCR Data Systems Manager will prepare reports specific to the Systemwide Anti-Discrimination Office, and will assist with developing strategies and action plans based on the findings. Additionally, those reports will assist in the comparative reporting across the SOCR branch offices in consultation with the SOCR Data and Analytics Manager. As the manager of the data system across the Systemwide Office for Civil Rights, this position serves as the information architect and data steward that manages the technical elements of the system, including evaluating, and upgrading as appropriate and necessary, frameworks, strategies, programming, standards, and standards-making activities.

This may involve work with a project-level data repository, center, or archive.

POSITION SUMMARY

Experienced technical administrator that has knowledge and willingness to actively engage with the IT environment at UCOP and systemwide, with a primary focus on how changes in infrastructure and systems management will apply to the Systemwide Office of Civil Rights' case management system, including with respect to tracking of all anti-discrimination matters. Able to be a liaison between subject matter experts in SOCR, IT, vendors, and other identified stakeholders to gather information and timely develop solutions.
