Overview
The UCSF Hemophilia Treatment Center (HTC) is a federally-funded, state-designated Hemophilia Comprehensive Diagnostic and Treatment Center. This position supports compliance with federal and state regulations and manages overall program performance, with special focus on the Center’s 340B factor medication distribution program, federal grants, and special projects. The Program Manager is responsible for integrating the separate Oakland and San Francisco 340B programs into a single program.
Under the direction of the Division Manager and Medical Director, the Program Manager oversees all activities of the Pediatrics 340B Hemophilia Program, including compliance with federal grant requirements, management of the outpatient 340B medication program, compliance with federal 340B regulations, state requirements for hemophilia treatment centers, and research activities. The Program Manager serves as the point person for the Hemophilia Regional Coordinator on grant and grant-related program issues and will manage program operations and budget while identifying projects to improve operations, including quality improvement initiatives.
- Oversee program operations and budget; ensure compliance with HRSA and ATHN data collection requirements; manage the 340B program to support outpatient medications for patients; ensure compliance with federal 340B regulations and state regulations for hemophilia treatment centers; and oversee the research components of the Center, including the CDC Registry.
- Integrate the Oakland and San Francisco 340B programs into a single, cohesive program.
- Coordinate with the Hemophilia Regional Coordinator on federal grant and grant-related program issues.
- Identify and lead projects to improve program operations, including quality improvement initiatives; forecast and plan program activities and personnel.
- Conduct cost-benefit analyses of potential programs, projects, and contracts; collaborate with national partners (e.g., CDC, HRSA) and the broader hemophilia community to align with national goals.
- Engage with industry stakeholders to optimize revenue streams for program income.
- Ensure staff fulfill federal grant obligations and adhere to grant data reporting requirements; oversee the research portfolio within the Center.
- Terminal degree in a related area (PhD, JD, MD, etc.) and/or equivalent experience/training required
- Minimum 5 years of related experience
- Academic background and experience in a selected area of research
- Advanced knowledge of administrative, budgetary, human resources, and financial principles and practices
- Advanced oral and written communication skills
- Advanced ability to think creatively and independently on concepts requiring advanced analytical skills
- Advanced interpersonal skills and ability to work with diverse groups to achieve results
- Advanced ability to work collaboratively with internal and external peers and managers
- Demonstrated abilities in leadership, financial management, problem-solving, organization, and planning
- Five or more years of program management or program coordination experience
- Ability to ensure confidentiality of sensitive financial and personnel information
- Experience working with federal grants
- Experience in an academic medical center setting
